The Snovian delegation came with their usual duo for such events: President Kenipp and Prime Minister Lugorr. They are mostly quiet on international matters and are only making sure to keep Gianatla on a distance - but still close enough nearby. It's not easy to be a theoretically bigger, yet still slightly more insignificant country, who still holds power over a colony - sorry: autonomous region. The revolutions, fighting and intrigues do not interest them largely. There is not much for Snolland to win or lose out of them, if all those things don't happen nearby. Only the situation in Ryccia has affected Snolland a little, as they had to terminate the contract over military bases with Ryccia and as a thank you were fallen victims of some fire-bombing.

Either way, it was time to speak and the Prime Minister took the lead there:

"Ladies and Gentlemen,

let's all be honoured to be here on these - politically speaking - holy grounds of the world, which has truly become a pinnacle of Pacifican cooperation, as other speakers have already pointed out before me. Thank you, Doctor Yan, for the invitation.
Just like the Izaakian president, I'm also not a fan of platitudes and want to get straight to the point. We are looking with worry on the instability of the region and how it spreads like wildfire. 
I don't believe, there will be a war. The Concordia Entente's goal is to prevent wars and I don't think, Izaakia, Ryccia, Huawan or anyone else here on this summit has the interest to start GW2, but there will be further hardships in international and domestic security we need to address. How do we deal with nations, who supposedly have two legitimate governments? When and how do we intervene in other countries' domestic policies to 'chart a right path' for them? What are security concerns of the major players on the international stage, how can we mend them, but at the same time don't trample over the smaller members of our community with that? How can we rebuild trust in our institutions at home and between our governments abroad?
Those questions should be addressed and Snolland is ready to mediate whenever it is asked to."



The Gianlucian delegation let itself time with coming to the summit. They have taken notice of the Peony's invitation, but current tensions between the Peocracy and Federal Republic have only made the Gianlucian government answer on it through the Gianlucian embassy in Huawan some 24 hours before the summit.
The delegation of Gianatla consisted of President Schmidt, Chancellor Sanddorn, Foreign Minister Strunk, Defence Minister Recke and the WF ambassador Meise and all of them ushered into the assembly hall punctually, as one can expect from a Gianlucian, but still late in comparison to many of their colleagues.

After a couple of opening speeches have been made and everyone was intensively listening to them, Marja Sanddorn was making her way to the lectern to pose her opening statement.

"Esteemed colleagues,

Gianatla is here, GI-Land is gone. This is what happened in the last few weeks in our part of the region and it has taken, as it seems, some governments by surprise. Especially that with the democratic reforms - we have passed through a Valkyrian-style referendum - we have also changed a little on our attitude to stand the ground, when we want to reach something. Gianatla has and is being smiled at, it is respected, we do have success with our WF resolution drafts, but look at Pacifica and look at all those faces of the leaders of countries, who think better of themselves. What is all what I've just enumerated good for, if we don't make progress around the globe?

No, instead Gianatla is now being punished for wanting to establish international law, well, internationally. For wanting to ensure peace by helping to create the Concordia Entente, which is - I stress it again - a defensive cooperative, which also majorly will include trade and research agreements between all member nations. For wanting to ensure, that unnecessary deaths are prevented by finally prohibiting and destroying our nuclear arsenals and by reminding each and everyone of you, that we have agreed on several climate accords already.

Now you will say, that this is just normal in international politics. There are shark and there are fish and if Gianatla is a fish, it has to accept its role. But I say to you, that no, we will not lose our idealism. We want to make this world a genuinely better place for every woman, man, person in between, child, even animal. For that, we don't want to profile ourselves by creating a Government Island summit or similar things, instead we are accepting the punishments we receive right now and that it will take time for other countries, both friend and foe, to catch on to our ideas. But the time is running and the situation around the world is not getting better by the minute. The opposite currently happens and yes, ladies and gentlemen, according to our sources, it is not unrealistic, that a GW2 is on the horizon. I urge you all, that we have. to. prevent that.

How can this be prevented? This can be prevented by nations and especially world leaders not putting themselves on a pedestal. Whether your country is called Austra, Gianatla, FiHami, Izaakia or Sedunn - we all have the right to be treated equally, but we also have the duty to stick to some game rules. International law, binding international treaties. We also have the means of the WF to use and not to ridicule. We have the diplomats to get together and find solutions to keep this planet safe and stable for everyone. And those are not platitudes not worth fighting for, no, stability, peace and a livable planet are the only things worth fighting for. Each nation has to find its own way to reach all that within our broader international rules, but they have to be willing to reach it. 

It is all in your hands. Today, everyday.

As the summit opened, Hestia pinched the bridge of her nose as she listened to various delegates bicker amongst themselves, with her dear friend Octavian, statesman tried and true, shooting her an apologetic and sad look.  Much had they to do to try and help set things right, but where to begin?  What COULD they even do?

"Gathered friends... ENOUGH."  The woman rose to her full height, grey eyes partly obscured by her silver tresses.  "I know that the troubles of the world are many, and the solutions and far between, but throwing insults at one another in response to overtures of understanding do not help us, but bring only shame and discord.  Suffering and hardship."

The Empress looked around the chamber for a moment, briefly locking her gaze with the Peony with a smile before she continued.

"When my people first came to these lands millennia ago from across the sea, all we had was our faith, our songs, memories of our homeland, and each other.  When we came out of our isolation five years ago, long gone though our empire's original might of antiquity was, we knew we would be stronger by standing side-by-side with our neighbors, by maintaining peace rather than seeking death and destruction over slights imagined or legitimate.  So I ask of you, as a head of state, as a human being, as a mother who would wish to see this world grow into a better place for her children, please let this gathering be a time of healing and unity."

As President Johannes Bowleaf rose to speak, he looked at his speech one last time: edited, crossed out and rewritten, in an attempt to avoid clichés, get to the point and leave a mark. This was not an everyday summit, so this could not be an everyday speech. A moment later, he looked up, cleared his throat, and began.

"Colleagues,

Phanaman soldiers have not taken part in a war in over half a century. During the last major period of instability we experienced, I was learning my ABCs. 

Phanama does not know war.

Consequently, I wondered how I could possibly address delegates representing countries in which generations upon generations of people have grown up alongside war and conflict. I derived the confidence to stand before you from the fact that, though we may not know war, we do know how it feels. And we feel it today: economically, politically, and emotionally. So we are ready to work with the people in this room to pursue peace, not fleeting moments of stillness, but palpable peace. I also hope that as we come up with a framework to put our weapons down, we come up with a way to replace them with tools, tools to rebuild the broken infrastructure and broken hearts, tools to build Pacifica into a better place than it is now.

Though dealing with the current period of political instability in our region is the main focus of this summit, let us take care and not keep the environment on the back burner. I know these are words said time and time again. But there is no point in brokering peace among our nations, if the planet on which we wish to enjoy that peace is a mess. We should not neglect the ground beneath us, the air around us, and the water in the seas until we cannot neglect them any longer, and nature forces itself onto the discussion table. Instead, we should try to tackle this issue, sooner rather than later, before we have a severe environmental crisis added to our plate.

As I conclude, I would like to remind us that we are not at this table just for ourselves, but for the Pacificans of tomorrow. So let us remember and respect them as we conduct our discussions, acknowledging that we could alter their stories right here, for better or for worse."

Joshua must’ve been stunned at how Blanc disregarded Monarchs, as PM Galen(on his right) leaned over and whispered
”Your Majesty, you’re making the face again”
Joshua quickly realized and made his usual neutral stare to prevent another shocked King Face Meme. He was dressed in his Military Uniform due to it being modified to be somewhat nice and the fact that his only suit is now ash in the hellscape that was once Starton.

Finally, Joshua could speak.

”Colleagues, Terrorists, and the little seen, as some of you may know, My ruling Family, the Nelsons or Nelson-Guttierez these days, has ruled multiple states for thousands of years, be it the Emral or Current Day Emerald, we have ruled. But I want to say this to the Blancists out there.”
Joshua begins to stare at Blanc.
”The Nelson family has never had resort to chaos to keep their position, no Nelson has ever been beheaded, and the only time we technically gave up power, it was merely a name change. What I’m trying to say is, that a CONSTITUTIONAL Monarchy is also a good thing and that any government, be it Dictatorship or Liberal Democracy, can become corrupt. But to the TCC, ideologically, we will never align, The Union is Socialist and The TCC is so capitalist that factions are beginning to form. Now that that’s out of the way, shall we move on to more important matters. Thank You.”

Nicholas McGregor had kept a straight face throughout the summit so far. He listened to various speeches and had various opinions on many of them. Now, it was his turn. He read through his speech for the last time before beginning.

“Ladies and Gentlemen, my nation has seen war twice in the space of a few months. Hundreds of thousands of people have died as a result of those wars. Nicholas and Great Britain is one of the many countries in Pacifica which have suffered times of great conflict and it is with great importance to see that those times will not continue.

President Blanc stated that ‘peace, stability and prosperity can only be lasting when all nations are free and democratic,’ yet it was the United States of Izaakia, a democratic nation, who declared war on my country. We showed no hostility towards them beforehand. Many people jump to the conclusion that all dictatorships are hostile towards all other nations and are hell-bent on world domination. Many believe that dictatorships are countries of chaos and instability. Yet democracies are always divided. There is never one ideology ruling a democracy. There are always multiple conflicting ones. I do not mean to say that democracies are the sole reason for conflict but they are no less of a reason than dictatorships.

In the past, there was rarely a time when war wasn’t on the horizon for Nicholas and Great Britain. In 1997, a war broke out with Aberstopia. I fought in that war and witnessed good men and women die not fighting for their country, but for selfish individuals ruling the country. Eventually the Nicholas and Great British people lost faith in democracy and elected a dictator, me. A path to peace and stability was paved but many nations and people, Izaakia, Romordia, Aberstopia, Owen Walsh, the Nicholas and Great British royal family and many more, have blocked the path. We had to fight to overcome those obstacles to our peace but if we would all stay on our own paths and not interfere, then no wars would be fought and Pacifica would flourish.”

No sooner had Nicholas sat down did a voice cry out, "Parasites and Tyrants have no Right to utter the words of peace!" "Especially those who continues to oppress their own people like the Imperialists of North Cordelia who continue to keep the people of Reizen in bondage... You Sir, should've been hanged by an Izaakian war crimes tribunal for your many crimes against the ethnic minority of the N&GB. And You King Nelson. You dare espouse the virtues of a parasitic position that is a constitutional monarch. Your very position is nothing more than an aberration of the modern era, a puppet who lives in decadent wealth when the people are suffering. There is no doubt that your very existence contributed to the rebellion ravaging your very nation. If a constitutional monarch is meant to be a unifying figure, then you sir, have failed abysmally."

The unnamed delegate paused to take a breath before turning their wrath at Vimmru, Sanddorn and the CE, "Oh don't think I haven't forgotten about you imperialist collaborators, King Vimmru, Sanddorn and those of you continue to allow the Imperialists stay in this 'Entente'. Where were you when they cheated the people of Reizen with their sham referendum? Where was your firm condemnation that the Imperialists violated the treaty of Ikireijin and let the communists sell Reizen to the Frost Empire? We, the Reizen Democratic Coalition accepted the general amnesty for a free and fair referendum? And what did we get for trusting the Imperialists, lies and a farce. In our anger we left Reizen to form the Government of the Exiled Republic of Reizen (GERR) with Reizen expats still sympathetic to the cause of a free and democratic Reizen. You all talk of peace and stability, but the GERR demands we talk about ensuring the right to self determination is no longer trampled by imperialists powers and their collaborators in Bailtem and Coridilia"

“It’s Joshua, you fascist snake! And also, may I need to remind you that most, if not all, Emeraldians and Denverians live in luxury and those few who don’t are treated nicely and taken care of. The Civil War that has broken Denver was caused by the Deaths of The Denverian Government by overzealous Ludvillian Troops. 

Rousteau stood up.

You know, I don’t know how you Terrorists can even call yourselves the RDC, when I think everyone can agree, you are a branch of the organization known as RIM. An organization that has committed multiple counts of genocide and is now supporting the illegitimate state known as the DNR, which has also committed genocide. I currently represent a country that has fallen to Nationalistic, Fascist, and heartless scum like you.”

”I agree with Jac here, but we should also comment on the fact that the Terrorists known as the Ryccian Junta sit in this very room. Terrorists that have subverted Democracy and Basic Human Rights. I’m surprised you even had the balls to call yourselves the Ryccian Federation, when you know that the Murray Government legally has that Name.”

Meanwhile, the Representatives from The Lile Ulie Islands have remained silent. Their eyes are open at all of the arguing, and especially Vice President Vicky Akana, who appears to find the arguing, "entertaining."

President Blanc makes an interjection, she had been rolling her eyes at most of the speeches, however the recent  turn the debate she had thought to be taking the piss. 

“The scoundrel Nicholas McGreggor knows very well why he had tanks rolling up his lawn at the end of last year. It is because he had a lack of opposition to hold him to account, so he could, without restraint commit the worst atrocities on his own people, and on the Romordians, who I am happy to say are now an autonomous region who’s representatives are here today, and are a nation capable of fending off Nicholas McGreggor and his thugs, thanks to Izaakian help. 
This thug is lucky that we arrested him, and not his own people, because we believe in the rule of law, and Izaakian law prohibits executions, whereas the locals would have strung him up. Our only regret in that war is that the people sat around this conference put so much pressure on Izaakia, that we couldn’t finish it properly. You should all look at yourselves in a mirror and think about your part in this monster still being here today. Your inaction in the face of adversity and terror, and your opposition to reasoned intervention is causing our region to fall into the abyss. Your opposition to our correction of N&GB politics has led to a free reign for terrorists, nationalists and dictators across the region.
Would nationalists in Denver dared to sail a fleet north into Spiras, and commit atrocities in Emerald and Denver if you had let us carry out appropriate justice? Or would a Ryccian junta have had the confidence to act with impunity against its own citizens and our own? I think you’ll find the answer is that we could have made them have a second thought, and perhaps changed the course of history. 
As we sit in the conference with the worst people on this planet, ask yourselves how much suffering is caused by the inaction of decent men and women?”
Gianni: “Izaakia, I hate you so much. You’re such a good bad guy. Must be because of your genes“.

FM Strunk was not able to hold back, when he listened to Blanc's words and shouted at her from far in the back: "Rule of law and the USI! Laughable! And no one pressured you to stop, you simply failed! That's what you did, don't blame us!"

The president looked sternly at him, when he put his left hand onto Strunk's right shoulder. "I'm not saying, you're wrong. But this is uncalled for. Be better than the rest of them, Christian. You were WF Speaker a couple of times, I thought, you knew to reign in your temper."
Strunk felt ashamed and sat down again. Blanc didn't notice him anyway, so she just continued on to lash out against the other people present in the hall. And others might continue to do so. One could see in the face of the Chancellor and, in a slight hint, in that of the President, that they were not sure, how this discussion can lead to anything fruitful, let alone a paper with things the countries present at this summit could agree on.
