So, I finally got around to posting an application. Although it's too bad you've got those minimum democratic standards. It kinda segregates systems such as mine which are fair, yet not a democracy.
The point is precisely to only have democracies. We're not like the UN, who takes every nation out there.

Isn't it like old Japan, with all the lords and stuff and the best one(the one who's best at conquering/stratagy) is named leader(or shogun, in Japan's case). That's just from my knowledge of the Sangelli culture being based of Japan's.

There are four seperate tournaments: One to judge skills in Diplomacy, one which tests for Intelligence, one which determines how Honorable the participants are, and the final one which determines skill in combat and Leadership. These four tournaments determine who gains control over which ministry. The winners of the tournament then are offered a chance to take over their selective ministry, but need to deal with the old minister. Usually this ends up in a duel. The Council of Masters appoints a Member to lead the discussions and act as the Head of State. Currently said member is the Arbiter, Dar'sahkar Kagé. This system is a fair system, and any who attempt to cheat it or make any back-door deals are usually spotted by the Ministry of Faith. Those that are spotted usually face prison time or exile. Although the question is, is this system fair enough for TSL to be accepted into the SCO? I can assure you that all of the standards aside from the minimum democratic standards have been met (except for those 2 treaty ones which don't exist yet).
