We are not willing to reduce our nuclear arsenal very far at the moment.

Anyway, nuclear weapons were not the matter of discussion. The matter was arms factories, within Ryccia. Ryccia has proven to be generally more likely to start large conflicts lately, and as such, needs cutting back to size. And if they do not comply with our demands, we will put as many factories as we can find out of service.
