So I shouldn't use the Charter(or was it Code of Laws?) without asking Belschaft? He did write a lot of parts of the law.

How can I be able to voice my opinion? How can I be able to propose an amendment?

President Williams has clearly instructed the Foreign Ministry that the full dismantling of the Ryccian nuclear arsenal and the drastic reduction of its military are indispensable for the success of any post-war negotiations. Kringalia refuses to accept the amendment proposed by the Constitutional Monarchy. Moreover, we remind the Constitutional Monarchy that Resolution 001 has already passed and that non-members cannot propose alterations to SCO Resolutions.

To Kringalia,

If Sporaltryus and other countries keep their arsenals, it is only fair that we keep ours, or at least a fraction of it. Also, the SCO cannot tell us what to do, and in what to restrict our military. SCO is not big brother. SCO is not the whole world. SCO is just a couple of nations in an organization, in which Ryccia does not integrate into.

Furthermore, think of the soldiers who will be fired! Think of their children. Think of their families. There are families that depend on a soldier's salary, and finding a job will be hard for them, causing protests or just a lot of unemployment. We already fired millions of soldiers, and you want to fire more? We ask that the SCO reconsider.

While it is true that other nations possess nuclear weapons, none of these have threatened to use them offensively or have shown a degree of instability similar to that of Ryccia. We believe that allowing it to keep its nuclear arsenal is a great risk to international security, an issue that is of great concern to Kringalia and to the Southern Council.

Kringalia acknowledges the economic consequences of reducing the size of the Ryccian military, it remains convinces that said reduction should be accompanied by serious reforms by the Ryccian Government regarding the integration of minorities and the development of a sustainable peacetime economy.

We promise we will handle them. Put heavy supervision to Ryccia and routinal checks by the SCO, and we promise that we will handle them.

And no. 2,000,000 troops is all we can reduce. Imagine a rebellion of millions of people. We cannot calm our population with just 200,000! And also our enemies will send troops to help the rebellion, thus causing our downfall.

(OOC: Just how one-sided are you? You do realize that maintaining an army of 2 million is no small feat, and maintaining anything bigger is pretty much out of the question.

I.e. How can you transport them all at once? How can you transport all the supplies needed to keep them alive? How can you keep control of them all? How can you have 35 million in the first place if the Ryccian economy hit a recession with the war, thus causing a good deal of money that was being diverted to the military going elsewhere, like welfare? Or are you just a dictatorship with no care for it's people and just wanting to increase it's power?)

Having 2 million active is not realistic for a nation the size of Ryccia. However, having a force of 2 million in total (reserves and mobilization units) is, depending on size of the population, not unrealistic at all. You would need a population of about 20 million, relatively good funding and probably conscription.
