So, this is what I think. There is quite a lot of nonsense. There is quite a lot of extrapolation. There is almost no information I really care about. And there are one too many pictures that add nothing to the article and can pretty easily be found in the first page of Google Images. You could also use some proofreading, but that may simply be my inner grammar Nazi doing his thing.

Number 1. Glanced, and you have a point, I'll amend that percentage. I wanted it to be higher though, since tertiary education is free and heavily recommended.
Number 2. Was negotiated before you came along, if you'd like me to tell you, please say so. But it checks out.

Number 4. It may be a good first step though, because you'd have to agree that education is one of the primary cures of the world's problems. Wolfram is pointing out that nations have claimed to have recognised that fact, but has failed to act upon it under international organisations like the SCO.
Number 5. It won't be achieved anytime soon, with people in this thread.
Number 6 & 7. Take it with Arby, he's the one who came up with the thing.
Number 8 & 9. Yep, it's long. International deals and commitments could not be simply written in a sheet of paper, taken from my experiences in MUN.

So the story was this
When I joined this thread I had my nation planned out, it was going to be inspired by the TV-show "Eureka" where people are incredible intelligent there. Which explains why many Hammerstarian ambassadors are quite versed in their academical majors. There was a law in Hammerstar, known as the Regula Rationalis, it states:
All citizens must complete the ten levels of education (Toddler, Pre-School, Kindergarten, Elementary (3 years), Middle (3 years), High (3 years), Bachelors (avg 5 years), Masters (avg 5 years), Doctorates ( avg 3 years) and Professorates (avg 3 years). Regardless of but not limited to: age, sex, financial history, culture, origin, physique, religion and sexual preference.
All citizens must have a fluent understanding and must be adept in at least 20 existing languages.
All citizens must earn at least 3 doctorates or 6 masters degree with high-honours academic standing. Citizens that reached a doctorate are obliged to have at least 6 months experience of teaching their preferred subject
All citizens must be adept in 3 types of the existing range of weaponries that has been used in the course of history.
In order to demonstrate their skill, as a final test, all citizens would have to spar with a randomly selected person at their class. The victor does not prove that he/she is the prove, rather, it is their skill that comes into question.
All citizens must learn the fundamental language of the country, namely Latium. There is no limit to its fluency, however a high calibre of fluency is recommended.
All citizens would be obliged to an education free of tuition and discrimination, those who commits discrimination shall be punished according to their respective educational institutes.
Enforcing that every single resident in the nation have the right to study free of charge, this includes books, stationary and learning materials.
Educational Institutes that fail to meet the standards shall be reviewed of their licensing and would not be allowed to recruit students and scholars wether its in the nation or abroad until they meet standards.
Companies are allowed to set up minimum education standards once reviewed and approved by the Government of Hammerstar
Hereby takes Clause 100, or Regula Rationalis, in motion.
I remembered posting this in the facts of my nation, and no one bats an eye. I thought it was acceptable, but when I posted this in my SCO accession thread, everyone lost their minds.

So, I came up with a better one. One that would get me out of the hook. I consulted with several people about it, and included their suggestions.
This is the new one
Clause 100, Protocol C
1.) Recognising the right for every citizen of Hammerstar to have a proper education, regardless of but not limited to: Gender, age, sexual preference, background, wealth, skin colour, cultural heritage, religion, health condition, bloodline and reputation.
2.) Enforcing that every resident in Hammerstar to take on the quest for knowledge, and is allowed to choose their own path of study.
3.) Effectuating that the residents of Hammerstar must complete at least secondary education until they are allowed to work.
3.a) Those who conduct work shall be thoroughly analysed of their bachelor diploma, and their understanding of the topic they have chosen. Failure of the governmental analysis would lead to the individual to complete a study refresher course. Refusing to rekindle their understanding of the topic they have devoted to would result in imprisonment for illegal employment
3.b) In special cases that the household could not support themselves (e.g: Unfortunate accidents, Financial loss, Death of a guardian, etc), The government of Hammerstar is obliged to help the citizens stand on their feet, and ensure that special steps be taken to provide them equal access to knowledge.
4.) Administering that every resident in Hammerstar is given full access on education with free of charge, paid by the government of Hammerstar. Learning materials such as books, shall be taken care for.
5.) Realising that some people would have a various financial difficulties in funding for their children's education, therefore, The government of Hammerstar shall provide all educational institutes with the state-of-the-art educational facilities with full funding from the government of Hammerstar, if the government deems that the educational institute has fulfilled certain criterions:
5.a) Meets the standards agreed in the annual education plans, in which educational standards are being placed in its highest stature
5.b) Produced various different researches and discoveries that are beneficial to the scientific advancements, welfare, and interests of Hammerstar
5.c) Has attained 98% total amount of graduates from the institute
5.d) Has attained 75% amount of high-honour academic standing graduates from the institute
5.e) Gives an opportunity for scholars to solve real life problems through internships and hands-on practices.
6.)Stating that Education shall henceforth be free of tuition and discrimination. Those who partake in discrimination shall be punished according to their respective educational institutes.
7.) Acknowledges the existence of disabled citizens, both mentally and physically, and ensures that special steps be taken to provide them equal access to knowledge.
8.) Acquiring all citizens to have a strong fluency and understand on the Latium, the national language of Hammerstar.
9.) Concedes to the fact that Hammerstar has various different cultures over the years, and that leaving them to rot is simply wasteful.
10.) Realising that the artistic values of Hammerstar has endured several threats that is known to have ended various different civilisations.
11.) Deeply concerns that the cultural heritages of Hammerstar are slowly coming to a point where it shall be evanescent.
12.) Holding the responsibility to completely embrace and conserve the cultural heritage of Hammerstar, therefore in the act of conservation, the government requires that all citizens practice at least one of the many traditional and cultural arts in Hammerstar.
13.) Admitting the fact that the art of combat has been a part of the cultural heritage in Hammerstar, its influence in history is simply ineffable.
14.) Professing that Hammerstar has a lagniappe in the art of combat, and that its effect to an individual is simply quintessential. Therefore the art of war and combat has, and always will be, a staple part of history.
15.) Therefore demanding that all citizens of Hammerstar to be adept at least one discipline of the martial arts, and choose at least one type of weaponry to master. Either it be a modern practice or a traditional practice.
16.) Elaborating that a test of proficiency shall be conducted in a decided battlefield/location where the disciple shall be rigorously examined by their educators and a couple of grandmasters through a series of criterions. A government official shall look over the grading process.
16.a) The government of Hammerstar implores that the final test shall be a test between two disciples of the art, which shall be paired up by the mentors overlooking the battle.
17.) Hereby takes clause 100, or the C protocol in motion.
Now Henn, Ryccia, Qvait and Farengeto are still cringing about it, but several other members have cried out stop, and accepted the fact that Hammerstar had actually renewed its law in favour of RP realism. Farengeto won't stop cringing about it, so I called him the following:
"Furthermore, to the delegate of Farangeto, it is my personal opinion that you have disrespected our sovereignty and have been unable to accept our ways of life, simply because that we are different. We have not yet known about your ways of life, we just got out from our isolation a couple months ago, we would not change our laws to stoop to your standards simply because that we are different. We truly hope monsieur delegate, that our relations shall be peaceful, no matter how different we are." He wasn't much help in solving this thing, and I, quite frankly, hated the very fact of him face palming and grouching instead of trying to help me out of this (Like some others).
Nevertheless, everyone accepted the fact that I actually took into consideration, the worries of other members. I quote Kris: "[…]for taking into consideration the opinion of this Council." Well that's the story, and I am currently the only nation in which their accession to the SCO took longer than anyone else.
