Indeed, the entire governments involved in this are to blame.

The Ryccian monarchy who allowed their security to be compromised.
The Foreign Affairs ministries who somehow were unaware of the interactions.
The Cabinets who failed to intervene.
The Leadership who failed to practice even basic security procedure.

And now they've thrown out a few individuals and ignore the accountability. This is exactly the level of incompetence, lack of organization and lack of communication our government has come to expect of Ryccia and Qvait. We will see the proposed expulsion

Then we propose that instead of punishing us, you should send officials or something and help us organize. Its normal for such lack of connection if your nation has suffered a lot and no one helps you.

There is a framework in place for the coordination of policies with Ryccia called Resolution 002. In its condition as an aggressor nation Ryccia has no moral authority to ask for help from the civilised world. It should for once assume its responsibility and get its affairs in order, rather than wait for others to do it.

In view of the extreme misconduct in this discussion and the distractions that it has caused, we ask the President that the Ryccian Delegation be removed from the chamber.

This is truly an insult to Ryccia. We are not savages. And who is the aggressor here, Ryccia or the SCO?

But being wrecked because of a civil war is being hostile. Yeah, right.

We are trying to get our affairs in order, yet you expect that Ryccia will progress and organize with sanctions and diplomatic blocks? What kind of organization is this?

Qvait will accept its expulsion on two conditions: no nation impedes on its sovereignty and is allowed to freely trade with all nations in the world. As in, no war and no trade sanctions.

Qvait can accept or refuse its expulsion. We are not interested in negotiating terms. Our policy is to pursue expulsion, regardless of acceptance or refusal on the part of Qvait, who is in no position to place conditions on its expulsion, given the reason why it is being expelled.

As there is no provision for the withdrawal of a member nation stipulated in the Charter of the South Cooperation Organisation, the Office of the President has resolved to proceed with the vote on Qvait's expulsion, having noted the motions to vote by fellow member delegations.

In accordance with Section D5 of the Provisional Standing Orders, the motion on Resolution 003 will be put to vote. The voting period will last 2 days, concluding Thursday, 2 July 2015 at 1253 HRS (UTC+8).

Members may vote 'Aye' if in favour, 'Nay' if against or 'Abstain' in the case of an abstention.

In accordance with Clause 23 of the Charter of the Southern Cooperation Organisation, further noting that the motion above pertains to a matter listed under Clause 22b of the Charter, two-thirds majority must be obtained for this motion to pass.
