[IC] Expulsion of Qvait

Madam President,

In view of the revelation of Operation Affirmed, a plan by Qvait and Darkstrait to overthrow the legitimate government of Sporaltryus and establish a puppet regime, I motion for the immediate consideration of this resolution:

RESOLUTION 003
EXPULSION OF THE PACIFIC REPUBLIC OF QVAIT FROM THE SOUTHERN COOPERATION ORGANISATION, CONDEMNATION OF OPERATION AFFIRMED AND PREEMPTIVE REJECTION OF FUTURE ACCESSION APPLICATIONS BY QVAIT AND DARKSTRAIT

In view of the revelation of Operation Affirmed and the serious breach in international security that it supposes, the Southern Council resolves as follows:

1. Expulsion of the Pacific Republic of Qvait

Effective immediately the Pacific Republic of Qvait is expelled from the Southern Cooperation Organisation.

2. Condemnation of Operation Affirmed

The Southern Council condemns Operation Affirmed as an unacceptable breach of the international commitments of Qvait, a serious intrusion into the internal affairs and sovereignty of a member state and a threat to international peace and security.

Measures will be taken in subsequent resolutions to isolate Qvait and Darkstrait from the international community in retaliation for their participation in Operation Affirmed.

3. Preemptive Rejection of Applications

The Southern Council preemptively rejects any accession application that might be submitted at any point in the future by either Qvait or Darkstrait.

The Secretary General is further advised to reject any observer applications that might be submitted at any point in the future by either Qvait or Darkstrait. Should any be accepted, the Southern Council hereby refuses speaking and presence rights to both.

4. Signatories

This Resolution shall be binding upon all members of the Southern Cooperation Organisation and may not be reserved.

Farengeto fully supports this move against blatant Qvait aggression. In the interests of international security we request this be rushed to vote as soon as possible.

Resentine would vote yes, however, We would require the removal of any condemnations of Darkstrait, as their purpose, as said in the report, is to simply "remain neutral", and not play an active role in the plot.

Darkstrait had full knowledge of Operation Affirmed, consented to it and was tasked with taking over the Southern Socialist Union. We see no reason to spare Darkstrait of condemnations.

Sporaltryus has often played an extreme aggressor in several international situations. We feel that, while the plan was devious, the nations involved, especially Darkstrait, were not entirely unjustified. And Darkstrait was charged with taking over AFTER Qvait had defeated Sporaltryus(which we do find highly unlikely), therefore, while knowing of the plan, also not actively assisting it's completion, therefore exempt from any blame.

The attempted infringement of the sovereignty and democratic right of the people in a nation by an SCO member is indeed a matter of great concern. Awesomiasa supports the passing of Resolution 003.

Darkstrait has given an official statement to Resentine, stating they knew of the plan, but had no intention of acting on it or supporting it in any way.

We ask that if this council insist on condemning Darkstrait for Qvait's actions and plans, that Darkstrait be allowed to speak before this council so it may properly defend itself.

Your request is out of order, ambassador. Darkstrait is neither a member nor an observer of the Southern Cooperation Organisation and thus has no right to speak or defend itself before this Council. Qvait is the only state with any right to self-defence in this situation.

Further, we object to your attempts to justify Darkstrait. It had full knowledge of a plan to overthrow the government of Sporaltryus and consented to it, without informing Sporaltryan authorities or any other foreign government. Those are not the actions of a government without intentions of supporting Operation Affirmed, and we find it incredibly naive for someone to believe otherwise.

As Qvait stated when the document itself was leaked, and has since proven, "If the redacted parts of the document were released to the public, the document would cause considerable loss of life, international diplomatic incidents, and/or severely impact ongoing intelligence operations". Darkstrait didn't want this released because they were afraid of starting a war, or, A CONSIDERABLE LOSS OF LIFE. No nation should have to bear the burden of knowing that it's actions, while possibly considered correct by the international community, would cause a war. That is why they did not inform Sporaltryus, because they were interested in preventing a loss of life, not promoting it. And we would also like Representative from Kringalia that he does not get to rule anything out of order, unless he has changed his name to Chien Ching Chiung and become president of this council.
