Citizenship and Posting
#61

*sighs*

When I first came to this region I barely understood what regions even were, let alone what forums were for. I signed up in 10KI's forum even if I didn't move out of TSP because I got a nice telegram from them, but didn't quite understand what they meant when they said that unless I got citizenship or registered as ambassador after a certain number of days, my forum account would be closed. Here's another story: when I finally made it to TSP's forum and applied for citizenship I didn't understand the layout of each section, and even confused the World Assembly Center with the Assembly. I didn't understand what I was doing, and I sure as hell would never have made it to even 10 posts if it hadn't been for the coup.

What's the point of this story? I didn't become active because of a posting requirement (there wasn't one at the time) or because that's what any good citizen did. I became active because I found something I liked in the region. I enjoyed helping defend the Coalition, and I wanted to be part of the reconstruction efforts. Our goal shouldn't be to retrict who can be a citizen, it should be to make citizens be as motivated as I was, and as I'm sure you all were. If we have inactive citizens, then we contact them, reach out and see what's going on. You might find amongst them the next Delegate, the next King of Spam, the next WA expert. The point here is that our job is to give everyone their chance at getting involved, not to do the opposite. If we need to tighten our citizenship requirements to get people active, then we've done something wrong along the way, and we should go back and fix that.

Posts outside High Court venues should be taken as those of any other legislator.
I do not participate in the regional server, but I am happy to talk through instant messaging or on the forum.

Agreed. I lurked for about a month before I was PM'd by Antariel about getting involved in some way.

Our Ministry of Regional Affairs - along with the other Cabinet positions - need to be more active with reaching out to users and citizens alike to greet them, and make them feel welcome enough that they want to get involved. As Kris said, whos to know that person wont later run and be an awesome Delegate. Or have great ideas how to streamline the way we run a ministry... We need to be reaching out to new users of this forum, not binding them with rules before they even get involved...

Not to mention the Fraks and Milograds of the world would easily fill any citizen requirements we put before them so it's not like citizens who've meet the requirements are automatically gonna be better citizens in some way.

Escade, my point was -- wait for it -- that we need to allow people to also see/participate in the governmental forums. The way citizenship is set up, you can read but not post in the Assembly threads. Therefore if we didn't have two sets of citizenships, people would only be able to participate in other parts of the forum.

Further, if people are only posting in other parts of the forums, their activity is going to be directed in places we don't want it to be and/or may get bored with the non-governing threads if they don't have access.

The post wasn't against the proposal. It was just a structural comment of how the forums are set up.

Alternatively, we'd need to open the Assembly up for everyone to post and keep the private forum and voting booth for only citizens. But, I think it would be easier/more effective to have two sets of citizens.

First and second class; one set who get to vote and run for office, and one set who don't. Yeah, because that sounds welcoming to new people "Become a second class citizen and don't have the right to vote."

Alright -- so then we'll just open up the Assembly to all members and give people voting rights after they reach 20 posts.

Or is having people apply for citizenship unwelcoming, too?

Applying for Citizenship is voter registration. And the Assembly is already open to all members, should they register as a Citizen.

Yes Bels -- and my previous post you decided to rail against -- it was outlining the practical implications of having a posting requirement.

So either we would need to allow ALL forum members -- regardless of citizenship -- access to the Assembly or have a junior citizenship status where people can post but not vote.

Or we could just not introduce an arbitrary post count requirement for citizenship for no apparent gain or purpose.

I think that the idea of tiered citizenship is not a bad one in TSP.

I do not see that this is any more a reflection on the way that one feels about new citizens any less - it is merely a reflection that there are responsibilities to being a citizen and if you want to be able to contribute more, you have to show that you are willing to put something into TSP.
