Integrate. Sustain. Diversify. Thrive. This phrase is the cornerstone of our campaign for Delegate and Vice Delegate. The phrase revolves around the idea that our campaign is not only about doing what’s best for right now, although that is a slight concern. The phrase is mainly about the long term, and how we must not look at the past to dictate the present, but how we must plan for the future by watching ourselves now. What follows is a general summary of our ideals and responses to certain situations, followed by a plan we would like to implement over the next 4 months with the help of our fellow Cabinet members.

Just as much as our fellow nations, we've been witnesses of the coup in Lazarus and other regions, with the excuse that it's the 'only way' to make a region active. We call shenanigans on that, as part as our experience in this and other regions, we've seen plenty of examples of people wanting things to improve, to evolve, to thrive; that is the healthy way of improving our region. Our ideas are also to not improve the region all on our lonesome, as isolation is not the key to success, but rather through festivals and Roleplay events with other regions as the key point of success to thrive in the big world of NationStates.

Last month, the Candidate-Delegate was caught attempting to ‘bribe’ another Candidate-Vice Delegate in order to ensure that a fellow TSPer would not get elected again. That is what some might think, however, it proved to be a misunderstanding due a naive comment made in the wrong moment and place. Due to this revelation and more about this kind of unsavory campaigning, our Candidate-Delegate has vowed never again to privately message anyone about votes, making all such queries public and transparent. We urge our competitors to do the same, and all other candidates to do the same. Should someone ever be the target of this again, we urge them to post the logs and/or PMs onto their campaign in order to shed a light on the bad kind of campaigning we disapprove.

This now brings us back to our campaign slogan and favorite phrase of the Candidate-Delegate. ‘Integrate, Sustain, Diversify, Thrive’. This is important for us not only for its previously mentioned short and long term ideals, but also as a guide for campaign plan when dealing with the rest of our beloved home. What follows is a guide and a plan for the rest of the term, calling forth the collaboration of each of the members of the Cabinet, the Committee for State Security, and the Local Council.


Plan!


Integration
Minister of Foreign Affairs
Our plan for the Ministry of Foreign Affairs involves working with the Minister to adopt an Ambassador program, given how little our allies know of TSP outside of what is told in IRC channels and what little is brought back by members who are in both regions. This program may be highly varied in how it is executed, as a guaranteed number of people does not exist, as well as there being little current basis for a program such as this. The team would largely work on posting in our Consulates and Embassies across the NS world, with the Southern Journal being the main source of news. Additional sources may be sought out, though we expect the MoRA and the MoFA to work together in this case to prevent one ministry from having to do too much.

Minister of Regional Affairs
Our main goal of Integration for the Ministry of Regional Affairs is to overhaul the system upon which it functions today. While the Fellowship Programme is certainly a step up from the previous system, or lack thereof, much work is needed on it in order to ensure that newcomers are given the best of opportunities to get involved and to get involved well. We would also like to help reform the inner workings of the Ministry by changing the layout, the ranking system in use, and other necessary items. In addition, we hope to increase the quantity and quality of the many roleplays within the South Pacific, as Treasure Island is one of our most active forums and one of the best communities for a newcomer to get involved in.

Minister of the Army
Our plan for the Ministry of the Army is to help it with the necessities of recruitment, training, and administration. Regional telegrams will be immensely helpful in this situation, as they are the main way to get the word out about the SPSF and the best way to recruit for it. Training can be accomplished with the assistance of writing guides and talking to newcomers in the main SPSF channel. Administration is utilized with log keeping and general moderation over the SPSF forum and private areas. We hope to work with the MoRA with the revitalized Fellowship Programme in order to further assist the SPSF in its continued mission of growth and development.

Chair of the Assembly
Our plan for the Assembly is to help with the complete and transparent review of the Legislative Documents that run The South Pacific to this very day. The current version of our Charter and Code of Laws contains a shockingly large amount of loopholes, and we hope to close this gap with a complete review of them, along with a possible Great Council in order to solidify a new, more powerful Charter and Code of Laws.

Local Councillors
With the Local Council, we hope to increase the exchange of information between the game side RMB community and the forum side government and roleplay communities. The current Local Council, to the naked forum eye, does not do anything of note. The RMB eye is similar, in that they flaunt their positions and post on the RMB. We hope to change this by working with them to plan games on the RMB, post information of the day from the forum to the RMB, and likewise in order to keep both sides of the region informed. Polls, in addition, would be generated to keep the game side community entertained.
Committee For State Security
Our main goal for Integration for the Committee is essentially non-existent, given that membership is exclusive and it is the security portion of our region.


Sustainability

Minister of Foreign Affairs
To be able to keep up with the revitalization of this particular ministry, we're bound to train new members into all possible means. The revival of the Foreign Update Services requires our soon to be ambassadors to be well aware of the life in TSP and to have a neutral diplomatic approach to any event that might occur in NationStates as a whole. Thus, we will work with the Minister and their Deputies in order to create guides on diplomatic work, in addition to assistance from the Minister of Regional Affairs and his staff for actually writing the guides and creating a way for easy acceptance into the diplomatic programme via the new Fellowship Programme.

Minister of Regional Affairs

The Regional Affairs served so far as our inspiration towards this campaign. With both candidates having a great deal of experience with it; we would love for it to only grow under our guiding way. Our goal is to provide assistance to the Ministry, giving however the needed freedom for its members to shape it as they see fit. Thus, we would work with the Ministry in order to ensure that only the best quality projects would leave the Ministry, and only the best possible system for newcomers who would want to involve themselves with the South Pacific.


Minister of the Army
Our plan for the Ministry of the Army is to ensure that new recruits find a way to stay with the SPSF, but don't leave due to too much being placed on them, thus causing them to leave and causing our Army to decrease in size.


Chair of the Assembly
To establish the review of the Legislative Documents that run The South Pacific, we  must ensure that it is the top priority for the Assembly, testing and analyzing all the loopholes to be found.


Local Councillors
With the collaboration of MoRA, they should be able to provide renewable content to keep up with the activity in the RMB as well as guidance in regards of generating a Mock WA with WA Legislation Training Courses.


Committee For State Security
In order to keep endorsement levels of the Delegate and the CSS high and growing, we hope to work with the CSS and Regional Affairs to provide incentives for endorsing and for recruitment of endorsements to keep the number on the rise.


Diversity

Minister of Foreign Affairs

To increase the Diversity of the Foreign Affairs Ministry, we hope to work with the Minister of Foreign Affairs and of Regional Affairs to allow the reformed Fellowship Programme to lead newcomers to it, and ideally, allow newcomers to learn more from Foreign Affairs in order to increase the capability of the Ministry.


Minister of Regional Affairs
The diversity in the Ministry of Regional Affairs is something that cannot be affected early on, but will manifest itself with the time thanks to our stretches in Integration and Sustainability.  


Minister of the Army
We'd like to take advantage of our RP nature as well as the fact of us representing nations of the Coalition, bringing troops to fulfil missions. This way, the Special Forces would count with more immersive ranks and reports, increasing the Diversity of the SPSF.


Chair of the Assembly
The increase in posting and debate will be healthy for the South Pacific, as we continue to review our laws. We hope that this will prove beneficial for the South Pacific in the long run as additional opinions are brought to light and discussed.

Local Councillors
We would like to work with the Local Council in order to ensure that they keep the forum informed of the RMB, and vice versa.

Committee For State Security
For Diversity, we would like to introduce a two-tiered system of high-influence and endorsement nations, the higher tier being the Committee, and the lower tier being game-side players that are loyal to TSP, forming a Security Chamber.


To Thrive

The Long Term
Our goal is to pass on a legacy to our fellow nations in the form of state policies, unique of our Coalition, to use as templates by the future Cabinets, and to leave behind a better Coalition for the future generations, as we continue to live and thrive.

The idea presented for the Ministry of Foreign Affairs is basically returning to how things were done years ago. As can be seen in our own embassy section, very few of our allies and fellow GCRs do things this way anymore. On the rare occasion that they do, we can see that there's very little engagement being created. For instance, the last TRR monthly update got 2 posts, one of which was Henn saying, "Thanks for the update?" Most updates go by without a single reply and very few views.

Why do you both believe returning to the Ambassador/Update paradigm would be a good progression for the Ministry of Foreign Affairs? This past term, I received only one PM from somebody interested in the Fellowship Programme. Raven's ministry was staffed by his friends and allies, presumably ones he sought out himself. I'm not quite sure what was accomplished there. The problem I see is that we cannot look to the Ministry of Foreign Affairs as a source of activity under its current organization and purpose.

Bringing back the foreign service isn't a change in purpose. It's really a reversion to a system that no longer has any relevance to the game. Like I've argued previously, regions spread news and advertisements in different ways now. TRR does it through a newspaper. Europeia does it through podcasts. We have the Southern Journal, which is focused on publishing well-sources and a researched articles. We could have SPINN again, if there was somebody dedicated enough to keep it running. But updates posted in embassies and consulates aren't effective, especially when those are the least-read parts of NS forums.

As for the ideas in the other ministries, there's only a little written about the SPSF and the Assembly. Can you flesh out what you want to see? How will you go about reaching the goals you've set overall?

Well, it's hard to create a 'plan of attack' and not trying to control the Assembly at the same time. Often, the two go together, and our goal is to not control the South Pacific, but rather help it along. In fact, when planning the campaign, we had a key points list for every position, and for Del/VD, we put: "Work with the Cabinet, not have the Cabinet work with us", or something along those lines.

As for the SPSF, we'd rather not have to control that area since we can't even partake in any of the missions. Our guidance in that area is limited to a Moderator type, and even then, we would just rather work on recruitment with the SPSF.

Well, really the Delegate and VD don't control any ministry. At the end of the day, the direction of ministries is up to the elected ministers. But you have a specific vision for MoFA and for MoRA. Do you plan on trying to have a direct role in those ministries, unlike the Assembly and the SPSF?

Firstly, I'm glad you addressed the elephant in the room in respect of your previous campaigning conduct. I hope your campaign for the delegacy will be a positive one about issues and not personalities.

In respect of your manifesto, it's a comprehensive plan though it does rely very heavily on several other Cabinet members being willing to co-operate in the arena of their own ministries.

My question would be out of all the things you want to achieve, what one thing would you want your term of office as Delegate / Vice-Delegate to be remembered for?

I can tell you this due personal experience: Although the festivals we've been carrying out with a beautiful amount of activity coming from our region, there are things that could have been done better with the help of a more energetic Ministry of Foreign Affairs.

Some issues halted the delivery of information in the other region, that were later taken care of, caused the Nautical Pacific festival to be extended and reprogrammed. Such things could have been avoided through better inter-regional communication networks, and we truly hope that whoever becomes the upcoming Minister of Foreign Affairs can develop and implement something to enhance our inter-regional relations. If it wasn't thanks to the commitment of our peers, the festival would have not been as good as it turned out.

As for the SPINN (South Pacific Independent News Network), the news are being taken care by the MoRA Communications Bureau at the moment. However, that doesn't exclude the possibility for new communication programmes to emerge from the MoFA. Nonetheless, even if it isn't up to us as Del/VD to actively involve into the ministries' activities and we care to give them their respective freedom to act, we are keen to assist them to improve themselves.

Frankly, I'm a bit confused here. The platform as laid out actually has little room for individual Cabinet members since so much is dictated from the delegate and vice delegate.

How do both of you square you platform with individual members' plans? Especially when there is a difference of opinion, who should have the final say?

We would make suggestions and offer our solutions, similar to those listed above, while we support the different Cabinet members as they work on their respective Ministries. And, to be honest, if they weren't there to do their best for the South Pacific, why would you bother voting for them in the first place? Inded, even if the Delegate/Vice Delegate have plans for the Cabinet, like shown, the final say would come out of the respective Cabinet member we work with in that moment. We're here to guide and assist.
