The list can be interpreted as the higher you are on it, the likelier it is that you are perceived as one of the five most powerful nations. Edit: To safely say a certain nation is the nth most powerful nation would require us to rate all nations.

And to further amend what Qwert said, this is a survey on what is perceived by different users here. For all we know, Zadiner could indeed be the #1 most powerful, but that would require us to look at raw data and come up with a way to decide what makes a country more powerful within the many subsections already there (IE. Is a military focused on homeland security or one focused on a large sphere of influence "more powerful"). The wide range of answers we got here speak for themselves in that this is a very subjective survey.
