The Frost Empire has escalated the war effort in preparation for a large scale military offensive in Sereva island. The Frost Serevan Expeditionary Force has been steadily increasing the Frost Presence to 30,000 soldiers. However, at this time the Frost Presence is still at ~15,000 soldiers.

Frost Military Forces have liberated the city of Shibuki from RDP forces. A second assault from the North by the Frost Expeditionary Force (formerly known as the Frost Serevan Expeditionary Force) has cut off the Worker's Party of Reizen's stronghold of Seranuma from the rest of RDP held Reizen. However, RDP defenders have managed to stall the FEF at the outskirts of the city.

The RDP continues to collapse along factional lines with RDP fighters turning on each other whilst fighting against Frost troopers. The democratic faction, RDC, has repeated its calls for the international peacekeepers and an end to the hostilities with the Frost Empire. 

Meanwhile in the Frost Empire, government officials verbally spar over the course of the war. Some have demanded the unconditional surrender of the RDP, while others have argued for opening negotiations with those seeking to surrender.

The WPR and RIM have concluded a non-aggression pact and agreed to focus their war effort on the "traiterous" RDC and the Frost Tyrants. The RDC called the non-aggression pact misguided but welcomed it as an opportunity to ease the suffering of citizens trapped deep in former RDP territory. The Empire's response has been muted stating that they are still deliberating a course of action while waiting on the World Forum.

The Parties participating in the peace deal are the Imperial Federation of Frost (Frost Empire); the Worker’s Party of Reizen (WPR); the Reizen Democratic Coalition (RDC). The Kingdom of Sedunn, the Voodoo People’s Republic of Bruuma, representing also the People’s Republic of Kai Fa- from now on collectively mentioned as Bruuma observed the proceedings between the Empire and the Insurgency. The treaty formally ends hostilities between the Frost Empire, WPR and RDC, but excludes the Reizen Independence Movement (RIM) whose leadership remains at large and wanted by the Empire for War Crimes and Crimes against humanity. 
 
A summary of the terms provided by the Imperial Foreign Ministry has been listed below:
01. The WPR renounces its right to demand independence from the Empire in exchange for the legal right to form a lawful political party and participate in the Imperial Senate and General Assembly.

02. The WPR will be allowed to retain its privilege of being funded by its foreign allies, but will not be allowed to use those funds for its political activities. The WPR must also publicly disclose each transaction to the Empire and be audited by imperial officials to prevent foreign meddling in Democratic elections.

03. The Frost Empire will allow the Paramilitary wing of the WPR to remain armed as an autonomous division of the Frost Self Defense Force. In exchange the WPR will relinquish its heavy weapons to the Empire.

04. The RDC has agreed to disarm and dissolve in exchange for a general amnesty for its attempts to involve other foreign powers into the Civil War.

05. World Forum Peacekeepers and Kai Fan peacekeepers will be allowed into the province and assist Coalition forces currently engaged in peacekeeping operations. International peacekeepers will be rotated around the province on a monthly interval to prevent the formation of occupation zones between Imperial, Democratic and Communist lines.  

06. The Reizen people will be re-enfranchised and allowed to vote in Imperial Elections. Citizens previously unaffiliated with either WPR or RDC will retain the right to form political parties and compete for seats in the General Assembly and Imperial Senate.

07. The Imperial Senate will add 6 additional seats to represent the Reizen Province and its regional counties.

08. Both the Empire and WPR will allow alleged war criminals to be tried by an impartial panel of judges composed of World Forum and Bruuman/Kai Fan judges.

09. The Empire will allow the Reizen Province to directly trade non-strategic resources with states such as Bruuma and Kai Fa without Imperial authorization in exchange for rise in import/export taxes.

10.The Empire will allow the Reizen people to vote for an independence referendum as either a Socialist Republic (WPR hardliner push) or Capitalist democracy (RDC push) in addition to adopting the Treaty of Ikireijin.

RIM Returns?

The Reizen Independence movement welcomed the USI's statement recognizing Reizen independence from an undisclosed location and vowed to "liberate" Reizen from the Frost Empire. The RIM have released the following statement;  "Open your eyes Reizeners! The Imperialist tyrants never intended for Reizeners to take their fate into their hands. We the members of the exiled Reizen Independence Movement fully expected the Imperialist tyrants to subvert and undermine the democratic processes for an independent Reizen! Our friends in Izaakia know the truth. This is a miscarriage of freedom and it must be rectified by the immediate recognition of Reizen independece! We the Reizen Independence movement will Return! Mark our words! We will free Reizen from the Tyranny of the Empire!"


Empire vows to defend Reizen from all threats, but leaves door open for negotiations

Meanwhile the Frost Empire has condemned the Izaakians saying, "The People have spoken in favor of remaining with the Empire and we will defend our territorial integrity from all outside threats." The Empire has also welcomed WPR politburo leader Kirihito's words saying, the door firmly remains open for relevant parties to discuss the degree of autonomy Reizen Province will maintain in light of recent developments."

Reizen Province to be divided into Prefectures
Negotiations between the central government of the frost empire, Reizen provincial government and Worker's Party of Reizen (WPR) have concluded with the division of Reizen province into several prefectures. The Provincial Government of Reizen accepted the loss of some of its authority as a result of the implementation of the Imperial Prefectural system. The WPR has also compromised and has accepted the implementation of the Imperial prefectural system abandoning its demand for a greater role in Reizen province. However, due to the implementation of the Imperial Prefectural system, the new Prefectures will be granted additional representatives to the Frost General Assembly increasing its numbers from 252 to 300 Representatives. This substantially increases Reizen representation from 4% to 20% of the Imperial Frost General Assembly. This result has not been lost on the WPR as a smiling Alphonse Kirihito (Politburo leader of the WPR) said, "I am quite happy with the results of our talks with the Imperialists. Although we were unable to secure our immediate goals of a greater role in Reizen, the Imperialist concession to allow the Proletariat to have a substantial say in their affairs is an opportunity we can not afford to squander. Furthermore, I'd like to thank our brothers and sisters in Kai Fa for their solidarity. If not for them I doubt the Imperialists would have been willing to compromise even though our brothers and sister's in Kai Fa didn't directly negotiate on our behalf."

Analysts also agree that Kai Fa's offer to mediate on behalf of the WPR exerted pressure on the central government to compromise as they could ill afford another antagonist so close to Reizen when they are also dealing with Izaakian incursions.

Anonymous Blogger attempts to fuel tensions in strained Frost Izaakian relations

An anonymous blog post claiming that Frost law enforcement officers were instructed to hand over detained Izaakians to the Office of Naval Intelligence for interrogation went viral after the public announcement that “Izaakian intelligence and special forces” were given a green light to commit murder. The blog post was initially published in January with very little, but gained traction as concerned citizens hoping for a strong response to the potential Izaakian violence stumbled onto the blog.

The Imperial Frost Government for its part has firmly stated that any detained foreigner will be treated equally under Imperial Frost Law and that the contents of the blogpost were fake. The frost government also stated that they would not take down the blog stating that the contents were still protected under the freedom of speech and asked citizens not to share the fake news. However, ultranationalist politicians inspired by the blogpost have moved to introduce legislation to allow the empire to try foreigners in special tribunals. Although the measure is not expected to pass due to fierce opposition from the ruling coalition of Imperialists and Doves.
