No RT, there are different situations.

I don't think the Assembly shouldn't vote on them. But, I see no reason to have people nominate themselves to the Assembly when we're assuming the Assembly is going to follow the CSS's lead.

Why can't we have interested parties apply to the CSS and then have the Assembly vote?

I mean, I get the whole idea of Assembly power and what not, but by doing that we're opening a systematic loophole you can drive a truck through.
