The Imperial Ball
#11

"Our Empire's territory has remained constant after thousands of years. The worlds that compose our nation are the same as before, albeit with more population, of course. Unfortunately, a mindset developed, thinking that, since tyranny desires to extinguish freedom, we must isolate ourselves, as the tales of explorers and travellers, especially of the Seraphic Order and other places, seemed horrific. Recently, however, more of our populace is embracing internationalism, wishing to know what truly is out there. This meeting between us, President Cuul, is the fruit of these ideals manifesting themselves into policy"

"We too have very recently abolished our isolationist stance. We believe the way forward is integration with the interstellar community. I am grateful that our two civilisations met. In a way, we will take that fateful leap to the unknown stars together; Ryccia is the first polity the Treecuu have formal diplomatic relations with."

"The Ryccian Empire is thankful for this friendly gesture. We shall record it to last towards the ages"

"President Cuul, I presume you would prefer to discuss matters of state with our government. The Chancellor and his Cabinet would be delighted to speak with you all. May I also suggest talking with the Senators and Assemblymen gathered here? Your presence iluminates us to the existence of other rational beings. They would be glad to converse with you all"

"Likewise, Emperor" answered Cuul.

He turned to the exotic looking Chancellor.

"It would be a pleasure to continue where your esteemed High Ambassador and Governor Ict't left off, so to speak."

"It is my pleasure to fulfill this request, President Cuul. With civilized conversation and collaboration, beings truly prosper", said the Chancellor.

Ferul Blesforn. A political titan in Ryccian politics. His tenacity, charisma and, known only to a few, brutality had secured his place in the throne. Indeed, he was skilled in his field, and he was not there for nothing.

"After perusing Lak Su's report, my curiosity in regards to your great state has grown. I am certain many of us here are interested in who you are and what you have to say. President Cuul, if I may ask, what do you believe of our nation? I am certain your rule over your people is legitimate and fair, but I do wonder if you believe our systems have anything in common?"

The Star Empire was two things. It was an oppressive, racist and cruel overlord to the subject worlds. But it was also what most Treecuu believed to be true, and what once had been, a great democracy where everyone worked together for the common good. In the presence of the Committee members and foreign politicians he just had met, the latter would have to be Cuul's answer.

"I believe we both have a system that trusts their people, and builds its strength from its diversity, for the common good. A system that cherishes the democratic rights. Knowing that there are other states out there with less people-friendly attitudes, both our states have been very cautious about leaving our respective territories and expose ourselves to these states. Thus the isolation until recently."

As soon as the answer was given, many politicians - most of them the Isolationists - were left with their jaws wide open. It had to be impossible. Ryccia was enlightened, but so were they? What?!

"No, that cannot be true!"
"Barbarians rule in our midst, how can they possess wisdom?"
"By the stars...what?!"
"I told you, and yet you refused to listen!"

The chatter and murmour spread across the entire room. It had become audible in seconds, and it was clear that many in the chamber were astonished at what they had heard. Others smiled as their convictions were proven correct. Others did not believe this was genuine, and were still skeptical. After all, this is a diplomatic visit, not a Treecuu world.

The Emperor was one of those smiling. He had confidence in his convictions. But he was still young and naïve enough to believe it. Neither the Chancellor nor the Foreign Minister believe anything at first glance, nor at first hearing. Ferul would play the game. He cannot afford to offend the Treecuu, after all. Besides, this revelation from Cuul's words served him politically to shut up whatever isolationist sentiment there remains in his governing party.

"Pardon the loud intrusion into our conversation, President Cuul. You can clearly see that your answer has caused quite the reaction here", said the Chancellor. "We are a free nation, and we are glad to hear such enlightened words from you. To find another source of light in the darkness is truly remarkable. This is truly a historic moment for both of us"

Cuul couldn't resist discreetly teasing the Committee members.

"Indeed it is! Do not worry about the 'loud intrusion'. Minister Ivict and Imperial Advisor Veen would be more than happy to recite our Constitution, should there be any doubt."

In fact Cuul knew there was a Committee draft for secret amendments that would grant it the right to declare martial law as it sees fit and very... voluminous... emergency powers. Despite all their scheming, they still were a few loyal senators short to pass the amendments.

The Committee members had to force a wide smile. There would be consequences for him, still the President's smile was very genuine.

"Happy indeed. After all, a servant of a democratic state shall be happy to be loyal to its foundational creed"

The chatter continued. The Emperor was calling a person for a delivery, which should arrive soon.

"President Cuul, if it is not any bother, may you regale us with tales of your homeland? We had planned to give you a minor gift, but it appears to be...delayed. My apologies"

"Oh. Well, I believe you would enjoy the story about Crazy Old Man Veely" answered Cuul.

"About 600 years ago lived a man they called Veely. This was before our people were able to travel the stars. Indeed, before the industrialisation of our home world."

"He was an eccentric inventor and astronomer, well known in his city for spectacularly failed experiments, such as 'flying machines' and dynamite tests, which he often demonstrated live, and that ended up destroying his laboratory multiple times."

"But in one thing thing he was successful: he invented the best telescope there was. Of course no one believed him and never dared to come close to his laboratory to see his demonstration of it. One day gazing at the stars, as he noted in his diary, he spotted some 'strange structures in the sky', floating around the planet like the moons. He described them as buildings, but how would that be possible?"

"He became obsessed with learning more about these artificial satellites and eventually designed a rocket-like vessel to travel to them. His crude knowledge of chemistry sealed his fate as the rocket blew up, without even leaving the ground, with him inside."

"Almost three centuries later, however, the first astronauts were able to prove him right. Indeed the objects he had found were buildings of a kind. They were alien space stations! They had been constructed hundreds of thousands years ago by our brothers, the insectoids. They developed an advanced civilisation earlier than the amphibians like me, and left the planet after a devastating civil war."

"We eventually found them on the neighbouring planet, where they had survived under incredibly harsh conditions on a partly terraformed planet."

"There were many other traces that the insectoids had left behind, which were a tremendous driving force for the amphibians to take the leap into space."
