While not officially there are plenty of free internet connections set up in major cities in both Fauderland and Sorbkraia
Neither in GI-Land nor in Snolland there is an official right for internet access.
However there are movements wanting to change that.

Yes, though the internet is entirely privatized.
The internet is well regulated public utility within the Frost Empire.
The internet is entirely privatized in the country of termina with the trade guild actively promoting competition between the various internet service providers to provide better and more affordable care.
The internet is deregulated however, the same anti-trust regulations are enforced as would be on any other corporation.
