The president-elect knew that she had to be cautious in her choice of words as the future of Huawan–Valkyria relations depended on it, yet she knew that a change in leadership in Stockholm certainly will jeopardise the existing agreements between the two countries. Nicole Chancellor, the Leader of The New Right, is in a position to become either the Foreign or Home Secretary, both of which can play a hand in closing the tunnel connecting the two countries. While Centrist Democratic leader Bradley Murphy could soften the blow to trade relations between the two countries, the Leader of The New Right is determined to tear up existing trade agreements. However, even though her position is mostly ceremonial and symbolic, Murphy understood that she is the popularly elected President of the Valkyrian Republic. Understanding all of the implications and her own strengths, the president-elect spoke:
Both Valkyria and Huawan have benefited greatly from the trade agreements that have brought our countries together. Our head of government, Chancellor Harrison, came to this country two years ago to mark the opening of the transport tunnel that connected our two countries and has since allowed for mutually beneficial economic development. Should Harrison continue to lead the government, I can assure you that business will continue as it did before. If someone else becomes chancellor, I understand that there will be questions on the southern side of the Cordillera Range regarding the bilateral relationship of our two countries. There is a party in the Valkyrian Parliament that would very much enjoy tearing up our trade agreements and they will try their best to do exactly that. However, Chancellor Harrison started an annual tradition in 2017 that occurs every May—Referendum Day. If they want to pour lighter fluid all over our trade agreements, I have the power to make them take their case to the Valkyrian people first. Though, I know my people and they will not be willing to burn an agreement that has improved their livelihoods.
"We understand the dynamics of the chancellery and the possible repercussions to our bilateral relations." Responded the Royal Premier, "Chancellor Harrison has made it crystal for us in that aspect, nevertheless as the newly elected commander in chief, you must be aware of the risks in jeopardizing signed agreements. In essence it is crucial to note that your leadership must be viewed by the Peocracy as one with power."

The Reizen affair is one that does not need explaining, but the events happening in states such as FiHami is certainly to be jotted down." Answered Diao Chan, as she bit her bun, "......The recent attacks in Valkyria are also reflective of this, and the turbulence of the region is infective like the wind that spreads the residues of wildfire. Valkyria has entered a lengthy state of emergency, and we hope that it has taken concrete measures to ensure stability."

There are low-level threats to the Valkyrian state, but they are manageable. However, the recent attack in Stockholm, my hometown, is an exception to this. Someone or some group had the resources and a degree of competence to kill 192 people in a Stockholm nightclub and this person or people still remain at large, despite the best efforts of the National Police. These people were able to execute the deadliest peacetime attack in the history of Valkyria and we still do not know who they are. In my capacity as a Member of Parliament, I was informed that the Intelligence Directorate-General was cooperating in the investigation to identify and find the perpetrators."
"It's been more than a month since the attack and a state of emergency has been declared. The National Gendarmerie has been mobilised to conduct patrols in Valkyria's major cities and residents are being asked to report suspicious activity to the National Police. However, because we value civil rights and liberties, we do not want gendarmes patrolling the streets without end. We cannot afford to be reactionary and establish a police state. That would be antithetical to our country's principles. It is always important not to lose ourselves by sacrificing our freedoms for the sake of security. It's a very thin line that can easily be crossed, even by the most democratic of states. Valkyria would not have any credibility in promoting peace, freedom, and democracy around the world if we don't have that at home."
"We are on the same page." Nodded Premier Sima Yi, he was in complete agreement.
"Forgive my insolence, president Murphy." Said The Peony, "may I ask the difference of office and responsibility between the chancellor and the president? It seems that they are more similar than believed."

While the Chancellor holds most of the powers, the Constitution grants the President a few powers. For example, if there is a tie in the Citizens Assembly, the upper chamber of Parliament, the President gets to cast the tiebreaking vote. If Parliament passes legislation, the President has four options: sign the bill, send it back to Parliament for another reading, submit it to the Constitutional Court for judicial review, or lastly, require the bill to be put to a vote in a national referendum. However, the final option can only be utilised a maximum of five times each year, so I must determine whether using this option for a bill is the correct resourse. The President is the de jure commander-in-chief of the Valkyrian Defence Forces, but the executive authority rests on the Chancellor."
