The Legislator's Digest is a weekly publication dedicated to bringing a short summary of what is happening in the Assembly.

Edition 1- 21st of February 2020

PASSED VOTES:
Last week in the Assembly, and the first week of the term, A total of five votes passed through the voting chambers.  Of these votes, four were constitutional and one was a treaty.  As such, all five votes lasted for 120 hours, although the constitutional amendments required a three-fifths supermajority while the non-aggression pact only required a simple majority.
NEW VOTES:
As of this writing, there are no new votes in the assembly.
NEW DISCUSSIONS:
Right now in the assembly, there are a few ongoing discussions.

Amendment to the Regional Officers Act

After the passage of an amendment to the Regional Officers Act last month that would remove Regional Officer slots from half of the team (a result of the discussions to split the Ministry of Regional Affairs and/or add a World Assembly Affairs ministry, Farengeto noted that, at present, three members of the Council on Regional Security would lose their Regional Officer slot.  At present, a draft to modify the language a little in order to allow the CRS to occupy at least three Regional Officer slots is being discussed.

Amendment to the Criminal Code

Legislator Ryccia had taken note of a minor inconsistency in the language of the Criminal Code and brought it forth to the assembly to discuss.  As the nature of the change wouldn't affect the law in any significant way, and is considered a naming inconsistency, the Chair of the Assembly said that she would make the change if no further objections are made.  The Chair of the Assembly had also taken note of a couple other instances of minor corrections, initially brought forth by last term's Chair of Assembly Nakari.  

Amendment to the Elections Act

Legislator Belschaft had brought up that, due to the current state of the Assembly in regards to elections (during the voting period of the Chair of Assembly), the method of Approval Voting was ineffective, as there were only 2 candidates for the election, and both candidates appeared to have a wide approval rate to the Assembly.  Belschaft introduced an amendment that, if passed, would effectively use IRV voting (a ranked approval vote, essentially) for all elections.
ANNOUNCEMENTS:
The Chair of the Assembly Phoenix had appointed Islands of Unity as her Deputy Chair.

Edition 2- 24th of April 2020

WELCOME TO THE SECOND EDITION OF YOUR LEGISLATOR'S DIGEST
 
It has been a crazy past couple of months, and as we saw, Assembly activity slowed down considerably, and life had become somewhat too busy for me to sustain these updates weekly.  It is my sincerest wishes that everyone is staying safe in these unprecedented times, and as things begin returning to normal, I hope to be able to provide more frequent updates to the Assembly.
 
NEW DISCUSSIONS:
 
Right now in the assembly, there has been a few discussions in the Assembly since March.

Amendment to the Regional Officers Act

After the passage of an amendment to the Regional Officers Act last January that would remove Regional Officer slots from half of the team (a result of the discussions to split the Ministry of Regional Affairs and/or add a World Assembly Affairs ministry, Farengeto noted that, at present, three members of the Council on Regional Security would lose their Regional Officer slot.  At present, a draft to modify the language a little in order to allow the CRS to occupy at least three Regional Officer slots was discussed.  The draft went to vote and passed through the Assembly.  Another subsequent amendment to the same act was discussed as well, but was abandoned as it was deemed unnecessary at this time.

The Cultural Act

The Cultural Act was proposed as a way to codify The South Pacific's cultural identity and design code.  The bulk of the comments on the act have been over the recipe for S.P.I.T. and some legislators pointed out that it may be overlegislation.

A Law on Double Posting

Legislator and Local Council member Rabbitz had brought up the issue on the debate for Double Posting on the RMB to the assembly, in hopes to codify the legality of the Assembly.  However, as Chair of the Assembly Phoenix pointed out, passing that law through the Assembly is illegal, as determined by the Charter of the Coalition, Article V Section 2.

Electoral Reform

Resulting from discussion in another thread, the Electoral Reform proposed solely electing the Prime Minister and allowing the Prime Minister to appoint the other Ministers.

Debate on Splitting the Ministry of Regional Affairs

Once again, the Assembly has begun to discuss splitting the Ministry of Regional Affairs, this time into a Ministry of Internal Affairs and a Ministry of Cultural Affairs.
