At this time the Empire must reject your government’s initial demands. 1. Granting exemptions to the mandatory interception and search will open up avenues for the Insurgents to smuggle in weapons of mass destruction either through diplomatic or violent means. 2. Moving the blockade will mean that the Insurgents have a greater chance of getting closer to the home islands and defeats the purpose of ensuring that these weapons are intercepted far from the home islands. Ambassador Corbinano Dalouésium, At this time the Empire has considered your compromise proposal and we offer the following counterproposal. 1.To have the blockade gradually moved to allow you to access part of your EEZ without any interception. We will initially withdraw to 37 Nmi to 68.5 Nmi of the blockade zone and gradually withdraw to 78Nmi to 137Nmi of the blockade limit within 3 months. Afterwards the Empire will withdraw 5 Nmi per month to allow the gradual return of the Anserisan EEZ. 2. The Empire remains firm in its commitment to intercept and search all vessels that breach the Naval blockade zone. However, the Empire will allow one unarmed military surveillance vessel to enter the blockade zone after the mandatory search to patrol the Anserisan EEZ. The empire strongly recommends that in addition to announcing their itinerary, the unarmed vessel rendezvous at a consistent location to allow the navy to quickly conduct their search and then allow entry to the Anserisan vessel.
