My government as mandated me to open the first rounds of negotiations concerning the blockade surrounding our EEZ. We would like to come to an agreement to allow the exercise of some sovereignty over our EEZ while still understanding the situation faced by your nation.

Our initial demands are :

1. To have the blockade moved so that we can access half of our EEZ.
   
2. To have one military vessel certified for an exemption on the systematic interception and mandatory searching for patrolling our full EEZ and asserting our sovereignty.
   
3. To have some governmental vessels certified for an exemption on the systematic interception and mandatory searching notably for travels of governmental officials.

Greetings Ambassador Dalouésium, I am Captain Namikawa, and I have been assigned to represent my government in these negotiations. At this time the Empire must reject your government’s initial demands.

1. Granting exemptions to the mandatory interception and search will open up avenues for the Insurgents to smuggle in weapons of mass destruction either through diplomatic or violent means.

2. Moving the blockade will mean that the Insurgents have a greater chance of getting closer to the home islands and defeats the purpose of ensuring that these weapons are intercepted far from the home islands.

Message from Ambassador Corbinano Dalouésium

Following the recent development in your nation's conflict, my government wishes to put forward a new proposal that we believe is a compromise on the matters that prevented our nations to come to an agreement.

Our modified demands are :

1. To have the blockade moved so that we can access part of our EEZ without any interception. We are talking about a move of about 78Nmi to 137Nmi of the blockade limit. One part of our EEZ will remain under blockade, under protest, but as a show of good faith we can agree to that compromise. Here is a map of our proposal: 
   
2. To have one unarmed military vessel certified for an exemption on the systematic interception and mandatory searching for patrolling our full EEZ and asserting our sovereignty. We are suggest an 11-metre long, 85 tons Interceptor, the FAA Alisa which will be the only ship authorized. She will have to make contact with the Frost Empire's officials before moving into the EEZ and will have to signify its itinerary prior to entering the blockaded EEZ.
   

Anserisa considers that this proposition constitutes a good compromise which answers to the concerns of the Frost Empire while still respecting the dignity and the sovereignty of Anserisa.

Ambassador Corbinano Dalouésium,

At this time the Empire has considered your compromise proposal and we offer the following counterproposal.

1.To have the blockade gradually moved to allow you to access part of your EEZ without any interception. We will initially withdraw to 37 Nmi to 68.5 Nmi of the blockade zone and gradually withdraw to 78Nmi to 137Nmi of the blockade limit within 3 months. Afterwards the Empire will withdraw 5 Nmi per month to allow the gradual return of the Anserisan EEZ.

2. The Empire remains firm in its commitment to intercept and search all vessels that breach the Naval blockade zone. However, the Empire will allow one unarmed military surveillance vessel to enter the blockade zone after the mandatory search to patrol the Anserisan EEZ. The empire strongly recommends that in addition to announcing their itinerary, the unarmed vessel rendezvous at a consistent location to allow the navy to quickly conduct their search and then allow entry to the Anserisan vessel.

Following the deal, we will be lifting our travel ban sanction toward your nation, believing that cooperation between our states is much preferable.
