I think if we did this I would prefer that the minister was elected specifically, rather than winter from amongst the LC. I'd imagine that they would be elected in the first round of LC elections but would have to run specifically with a platform for that position - this would be to mitigate the possibility of allowing access to the cabinet someone who want elected in the basis of a particular platform. It would still be a risk, but I think this would help.
EDIT: Also, could we think of another name, preferably without 'affairs' in it? At the moment it sounds like a hook-up site...

After some discussion with Drystar in #local-council, we could require the officeholder to be a past or present legislator. However, his suggestion made the case for the Local Council as a whole.
Alternatively, we could almost be like the UK and call the office the Home Secretary, whose ministry is the Ministry of Home Affairs. :Face with Stuck-Out Tongue:

My only concern about this is that we'd end up running (effectively) two different elections if someone didn't want to be considered as MoHA. (Side: I like Home Affairs h/t Jay.)
What if we wrote it in to the law that the first elected LC member would assume the title of Minister of Home Affairs unless they choose to forego it and it would be passed to the highest vote getter of the second round?
Actually, some of this should (or will be in the future) decided by the LC since they can write their own laws ...

(1) The Local Council will be the local government of the gamesidein-game community, composed of three or more residents of the South Pacific, and will represent the interests of all players in the region, moderate the Regional Message Board, encourage activity on the gameside, and administrate itself on issues unique to the gamesidein-game community.
(2) The Local Council is entitled to self-administration within its jurisdiction on local issues, but may not pass laws or regulations that contradict this Charter or constitutional laws.
