I wasn't really intending to use the text of the current act... or get to the point of drafting a text at all at this point, so no need to worry about that. I'm interested in hearing ideas right now.

Personally, I am happy with any proposal which allows us extend our tendrils of authority and power out into the NS World. I am concerned that we would cede too much power to the weak and ineffective UCRs, however. I believe that we should rule with an iron fist. Nay, an adamantium fist!

So I'm not sure if this is too far from the original conception of a Commonwealth or not (it probably wouldn't be a solution for Knowhere, Versailles Isle, etc.), but I think it may be relevant to post my idea of a defender alliance from Discord:

I really do think this could work well -- I'm provisionally calling it the Commonwealth Coalition (CC), though we've been having a big naming discussion on Discord -- even if it's not what Seraph had in mind for a Commonwealth. Essentially it would be a multilateral alliance, probably with UDS and XKI and TRR to start. It would not only do the traditional alliance-y things, but also coordinate in the WA and, most importantly, establish a joint agency/program/task force to reach out to growing UCRs without militaries or with fledgling militaries and get them started on a working, well-organized, well-trained defender program. I don't think this would be like FRA and we'd have to be agreeing to mutual defense of any of the regions we'd be helping out, but certainly if they grew big enough we could admit them into the CC itself as another member.

I'm not arguing it's a bad idea - It's a great idea - but, as you said, it's not exactly the intention of this act which I also think is a good idea...

It's an idea, which is the point of this thread. Probably any actual development of those ideas will have to happen elsewhere anyway to keep things organised.
