Ideas to Work On in the Assembly

This thread is for ideas that legislators can work on in the Assembly. If you have an idea for some bill but don't want to actually write it, you can reply to this thread with your idea, including as much or as little detail as you see fit. If you're looking to write some legislation but don't have any ideas, pick something from the list below and claim it by replying to this thread. When looking for something to write, you should focus on ideas that haven't been claimed by someone else. Remember, you can still work with the person who claimed the idea on the proposal, even if you aren't the one making the initial draft.

Before writing a draft, take a look at any links in the "Notes" column before starting, as they will provide more context. If you need any help or clarification, you can ask on #legislators-lounge in Discord or by creating a discussion thread that will eventually contain your proposal. Please refrain from discussion about proposals in this thread.

I will most likely add ideas/claims that were posted on Discord, but to guarantee that your idea/claim is listed, please reply to this thread. If someone claims an idea but doesn't post a draft or begin discussing the idea within a week of claiming, I'll contact them to see if they still want to write the bill. If they say they no longer want to write it or they don't respond within a few days, I'll re-open up the idea for others to claim. Once a draft has been posted in the Assembly subforum, the idea will be removed from the list below.

The Criminal Code could use some work:
  • Update the definition of blackmail to be "IC-clean". I don't think the word "player" should be used at all; it makes it look like it could be referring to the RL persons controlling the nation rather than the in-universe persona, even though the latter is certainly the case. As an example, threatening to reveal an attempt to coup a region if the other person didn't support one's bill is blackmail and punishable by our laws. However, threatening to release, say, nudes in exchange for support in the Assembly is a moderation issue, often a RL crime, and should be handled by our moderators rather than our in-universe laws.
  • Taking the haphazard confidentiality rules in several places (CC, JA, Charter at least) and bringing that together in a cogent fashion.
  • Split our definition of Espionage to differentiate between the crime of obtaining or attempting to obtain information for nefarious purposes, and the crime of actually distributing information that one isn't authorized to distribute (no matter if obtained by Espionage or priviledge)
  • Add sentencing guidelines
  • Review how we want to deal with conduct violations. If somebody flames on the RMB and gets knocked by NS mods, but wasn't otherwise troubling to the region, that on its own could be grounds to be indicted, convicted, and banjected.
  • Consider whether we want to explicitly define conspiracy to commit a crime as separate from the act of the crime
  • Consider whether we want certain acts committed in an allied region to count as a crime here, and how.
