The Charter does not specify what constitutes a non-state entity, but I would assume the intention was to let larger organisations, likely international ones, that represent many people, observe the WF. Sedunn does not recognise the Apartment as a non-state entity nor as a sovereign state and therefore votes nay.
There must be a certain
weight to non-state entities, or what would prevent my son's football team, the local wine tasting association or a car manufacturer from applying? For these, I would refer them to the news, or recommend booking a visit to the WF buildings or acquiring press accreditation if they want more insight into the WF.
