I had an idea for a nomadic group of people who live on boats sailing across the ocean, but technically according to the rules it’s not allowed, is it okay to exist?

If you do decide letting people live on the ocean is perfectly fine, here is the information on them:
Name: Uthurak Seafarers
They are a magical race of people, numbering a few hundred strong, living on boats in the ocean. They don’t set foot on land, except in rare cases, fishing and shooting birds for food.

I would say, you may go with it. You're right, theoretically I was asking you to provide a "base" for the nomads so to say, but if your base is solely the sea, then I don't see a problem with that.
