To the Chamber of the Assembly of the World Forum, Recent events in Nicholas and Great Britain have been shocking. The governance of His Excellency Nicholas of the Communist Empire of Nicholas and Great Britain have threatened vital trade routes in the South Pacific through the recent instability caused by the Romodorian riots. Furthermore, His Excellency Nicholas of the Communist Empire of Nicholas and Great Britain have ordered the genocide of all foreign nationals within Nicholas and Great Britain. I shall cite the Charter of the World Forum states that: Quote:SECTION A, ARTICLE I: The purpose of the World Forum shall be to maintain peace, order, and stability in the world. The member states of the World Forum shall take collective action to ensure that all threats to the peace, order, or stability among them are suppressed. This is a time of great need as it is unfolding that this nation seeks to threaten the stability of Pacifica through the weakening of economical links directly or indirectly, and the psychological attack by the genocide of all foreign nationals within Nicholas and Great Britain. Therefore, I appeal to the chamber to at the least discuss these events and how the international community should act to protect their own people and their trade. The Milkian government agrees that discussions should be held in order to bring more awareness to this issue and potentially work on a solution for it.
In the mean time, the Milkian government will not be allowing any citizens to travel to Nicholas and Great Britain.
The Federal Republic of GI-Land wants to express its opinion, that the appeal would probably be better suited on the grounds of Section A, Article I. Since foreign individuals, who are part of nations of this World Forum, are in acute danger, we are dealing with a threat against the World Forum and that would be the basis, from our perspective, to deal with the non-WF member NAGB.
As for the current situation unfolding: The regime in NAGB seems to act, sorry for the choice of words, quite psychotic. They try to find "foreign DNA", which is not really possible according to almost every DNA researcher. Those foreigners they find shall not be killed anymore or yet, depending on what NAGB plans to do with any foreigner living in their country not using their chance to leave the country for reasons as understandable as not wanting to leave their Nicholasian family behind. The current warnings and the announcement of a blockade of several countries against NAGB seems to have some effect on them, but we need to continue monitoring the situation. Currently no Gianlucians are inside NAGB, mainly because we do not have any ties to the country and it is fairly difficult for Gianlucians to get into the country, even if they would be interested in going there. While we are open to establish a diplomatic channel talking about the human rights situation in the country, we will not force ourselves to actually cooperate or fight with such a misanthropic regime in the near future, if not ultimately needed. The Techanerean Empire expresses its concerns over the flagrant human rights abuses that have been committed in Nicholas and Great Britain. It is alarming that this is occurring just across the pond in Crabry. With our evolving situation in Adigniru and in Digor Abiesun, it is also quite important that we continue to hold on to our regional security interests, and that we make proactive decisions to secure our country's security at sea.
We have also deployed our Yaiernorlun naval fleet at strategic naval positions in the Transcrabrian Sea and plan to continue to do so until NAGB deliberates to correct their errs and work towards bringing about peace in their region. And alongside the deployment of our naval fleet, we also plan to impose trade sanctions onto NAGB and extend our hand to refugees planning to escape the country. We hope that Nicholas and Great Britain is willing to come to terms with the international community as well as their domestic interests so that this situation will not have to be sustained. Dear Delegates and Madam Speaker, we all appear to agree that the government of N&GB is committing crimes against humanity which we cannot abide, not just a genocide, but also forced Labour camps and political executions. However, we do not seem to have got to the point, which is, what actions will we take against the N&GB regime? I put forward the proposal that we vote on several steps, starting with the least severe proposal and steadily increasing the severity of our actions until either the N&GB repents and stops it’s course of actions or we reach the limits which we as the World Forum are willing to go.
I therefore propose we vote, with the permission of the house and the speaker on the following programme of actions. 1) Condemn N&GB 2) Economic Sanctions on the Regime 3) International Human Rights Observers 4) World Forum Embargo on N&GB 5) International Naval and Air Blockade on N&GB 6) World Forum sanctioned invasion. if it pleases the members of the Assembly I would like for us to progress with this program as soon as possible in order to limit the cost of human tragedy. Madam Speaker, Fellow delegates, what the Izaakian Delegation proposes is hypocritical and would plunge the region into war! Yes, the Frost Empire aknowledges that the NAGB is profoundly unhinged in their way of government, but they are not going out of their way to invade another sovereign state to impose their version of government as we have seen the Izaakians do to La Montagne and Brodmark. Furthermore, if we invade this unstable regime and when it inevitably collapses who will bear the refugees who flee from the NAGB? Will Kringalia, Karnetvor or even the Termina Commerce Confederacy be willing to bear the brunt of the refugee crisis caused by this war? What of the rest of the Region? Izaakian Propaganda aside, will the rest of the region even be willing to share their resources with these refugees hm? The Frost Empire cannot afford to do so in light of recent events and the slow reconstruction of Reizen Province. Nor can we expect Valkyria or Hystagia, both member states locked in a bitter war to assist in this misadventure. A Condemnation and sanctions are one thing, but a military invasion... That's something every delegate must ponder very carefully as the next crisis or even older crisis may be the casus belli used by opportunistic states to have the World Forum invade another sovereign state.

The Ryccian Federation supports points 1 to 5 of the Izaakian proposal. We feel a direct invasion is far too risky and has the potential to destabilize the area.

While the Techanerean Empire echoes the sentiments of Izaakia and His Excellency Ambassador Gustave Graves that something needs to be done on the issue of Nicholas and Great Britain, we express the opinion that a World Forum sanctioned invasion should not be on the table of the immediate actions we should take. We feel that this would only be warranted if Nicholas and Great Britain were to present a substantial, immediate threat to other countries. We would be more open to the idea if it was the case, so this course of action is not something we would support. This is a stance we have decided on in light of the Frost Empire ambassador's comments. Though if it does come to the predicament of an invasion, Techganet is only willing to deploy our Red Cross into the region to render support to civilians and non-combatants in NAGB. Unless a development in NAGB would have a direct, adverse effect on Techganet, we will not be so willing to bring our military assets into play into the country. Additionally, I would like to question Izaakia's proposal to impose economic sanctions and a World Forum embargo onto Nicholas and Great Britain. How effective would they be considering NAGB is a self-proclaimed autarky? Unless there is concrete evidence that they are indeed engaging in international trade at a large scale, we feel that the sanctions and embargo would be useless to implement in order to produce a desired result. Despite our objections to the previously mentioned points in the proposal, we would like to maintain our support for the other points of action. We are also at the ready to dispatch our personnel as human rights observers into the country as well as to initiate a naval and air blockade against Nicholas and Great Britain. Dear Delegates,
One thing we all seem to agree upon is that the actions of Nicholas and Great Britain show a reprehensible disregard for human rights. Therefore under the premise of Section A, Article 1 of the world forum charter, I propose we initially vote to condemn Nicholas and Great Britain, before following up with further actions should no immediate improvement in the situation be evident. SECTION A, ARTICLE I: The purpose of the World Forum shall be to maintain peace, order, and stability in the world. The member states of the World Forum shall take collective action to ensure that all threats to the peace, order, or stability among them are suppressed.
