The United States of Izaakia recognises the concern of the nations of Livana, Esfalsa and Besern. Particularly the concerns of Esfalsa which finds the prospect of war on its doorstep ever closer. However, we can not stand by and continue to allow the tyrannical government of Nicholas and Great Britain to continue its egregious acts of genocide, to continue to pose a threat to the international community with weapons of mass destruction and realise its long term goals of territorial expansion.
I believe we have given the government of Nicholas and Great Britain more than a reasonable chance to change their course of action, this assembly has condemned the nation and members of the international community have imposed sanctions and blockades on the regime. However, this has been to no avail, no action thus far has caused the tyrannical government in N&GB to change course, and in fact they have merely become more belligerent and ordered nothing short of the genocide of the Romordian minority in the country. The United States of Izaakia therefore believes that this house has no option but to act, to act in the defence of the Romordian people, to act in the defence of Nicholas and Great Britain’s regional neighbours, and to act in defence of human rights, international law and human decency. We therefore propose the following motion to the assembly. It is true that the government of Nicholas and Great Britain has been provided significant opportunities to change their course of action. But this body must consider, where has this pressure come from? The government of Nicholas and Great Britain has shown little regard to the words of the international community: this Assembly condemned the actions of Nicholas and Great Britain a month ago; in that time, the situation has only worsened. It is true, however, that it has resorted to aggressive escalation of the crisis — going as far as to alert its defense forces that ‘war is almost imminent’ and even preparing nuclear weapons. They are, however, responses to unilateral shows of force. If this Forum has no choice but to act in the face of genocide, such action should not be to wait and hope. This Forum cannot resort only to the diplomatic outreach of one state and the military intimidation of several others in the meantime in order to exert pressure on Nicholas and Great Britain. While international use of force may become necessary, in the meantime, this Forum cannot afford to stand by, watch, and hope while individual nations take steps towards diplomacy or war. The action Esfalsa proposes is simple. Regardless of the positions of each member state on a direct invasion, in the meantime, there are common sense measures that the World Forum can take in order to make clear not only that it will condemn the situation in Nicholas and Great Britain in no uncertain terms: Quote:The Assembly of the World Forum,

The Federal Republic of GI-Land is in favour of the proposal, the honorable delegate from Esfalsa has presented. However seeing the goals of the proposed mission against NAGB, I need to ask you, honorable ambassador from the USI, whether you thought this completely through. Do you really think, a regime change will solve the problem? Do you think, violently overthrowing the government and forcing democracy onto that country will lead to a positive view of the international community in NAGB and to a change of mentality in the local population? Yes, we need to stop that dictator, at best before any more crimes against humanity happen, and I will try to convince my government to provide us military personnel for that mission. But only to stop the crimes and not for a not well thought out regime change. If we'd follow through with your proposed plan - by the way, we don't know, whether the IC has approved it - it will not help the people of NAGB too much. It will throw the country under the bus, into chaos. This might be beneficial for you and your plans to expand your sphere of influence, but it's not helpful for the locals nor for the international community as a whole. The misguided Ambassador of the Federal Republic of GI-Land may find it easy to dictate the virtues of peace and diplomacy from their lofty position at the far side of the continent. However, for nations in close proximity to Nicholas and Great Britain like the United States of Izaakia, Techganet or Alterra understand the threat that Nicholas poses to neighbouring states. A failure to act now will allow the regime in N&GB to gain strength and numbers for its open plans for regional dominance.
You claim our plan would do nothing more than to throw the nation in to chaos, but I counter, is Nicholas occupied Great Britain not already in chaos? Is a tyrannical government that executes children, commits genocide and purges opposition not chaos? Let us not be fooled, a Nicholas Occupied Great Britain is a failed state, and it’s people are longing for freedom, let’s not forget that before the rise of the Nicholas there was democracy in Great Britain, not so long ago Great Britain was democratic before the incumbent made himself dictator for life. We must right this wrong, and liberate the Great British people, and if they are ungrateful for their liberation then the Romordians will be more than grateful when their towns, cities and villages are not flattened and their husbands, wives, children and grandchildren are still living in a new and free democratic society as opposed to lying butchered in mass graves. I say we allow Nicholas to make good on his promise of Life in Power and end his term early. The time for diplomacy and negation is over, and now is the time to make good on our values. If we do not stand now against such great tyranny we will open the world up to a thousand new tyrants who do not respect the laws of the international community, because they know our red lines are negotiable. We can not afford not to take action, and I hope and believe this assembly is capable of making the right to decision to liberate the people of Nicholas Occupied Great Britain and bringing its leader to justice. Today, we live in an unprecedented time where tensions have never been higher since the Great War. Especially for the nations of Transcrabria, which includes Techganet, our citizens are deathly concerned, and rightfully so. For the citizens of Nicholas Occupied Great Britain, though, their current situation has arisen beyond that. They have been living in tyranny since the rise of power of Nicholas, and it is timely that they are to be free. For several months the Nicholasian administration has been belligerent to international concern, and even in the face of possible invasion, they are yet to change their ways. The gross despicability of N&GB has been more than alarming. But, in retrospective review of Techanerean diplomatic actions, and comprehensive analytic progression of our foreign policy, we have decided to abate our forward stance on the whole matter. For the sake of courtesy, we will delay any planned military infiltration operations concerning Nicholas and Great Britain, and shall wait patiently for the Nicholas-Vimmru talks to conclude, hopefully with desirable results. In the meantime, we would like to declare our support for Esfalsa's proposal, and second their motion to enact sanctions onto Nicholas and Great Britain. In spite of this, we retain the right to cooperate and coordinate with Izaakian military detachments in preparation for future operations concerning Nicholas and Great Britain. Whilst The United States of Izaakia believes these measures do not go nearly far enough and is disappointed that our own proposition was not seconded, we do believe that this is a right first step towards an inevitable intervention.
