APPOINTMENT OF DEPUTY CHAIRS

4 November 2018

Esteemed Legislators,

Please be advised of the following appointments to the position of Deputy Chair: @Nakari, @Rebeltopia, and @islands_of_unity.

Both Nakari and Rebeltopia have served as Chair and distinguished themselves through government service as highly competent and capable individuals. Nakari’s tenure as Chair established organisational standards which are still in use today. Rebeltopia, in his capacity as Deputy Chair to then-Chair Roavin, is held in high regard by all who have had the pleasure to have served with him. Islands of Unity has a well-deserved reputation for his outreach abilities and has displayed enthusiasm for the activities of this body. I believe them all to be a tremendous asset to this region and I look forward to working with them.

The Deputy Chairs will assist me in the administration of the Assembly. They will form the leadership group of the legislature and in the event of my absence, the most senior Deputy shall serve as Acting Chair.[1] The order of seniority is as follows: @Nakari, @Rebeltopia, and @islands_of_unity.




[1] Charter of The South Pacific, Article IV. The Assembly, Clause (4), stipulates: ‘… In the event that more than one deputy was appointed, the most senior deputy according to order of appointment and availability will serve as Acting Chair.’

Commendation/Censure Act failed

The bill failed to pass the Assembly with:

14 in Favour;
17 in Opposition; and
8 in Abstentions.

Current Matters being Discussed

The Chair has opened a discussion on whether a Legislator’s vote in an election should count towards the voting requirement.

Ryccia has proposed an amendment to the Criminal Code, specifically relating to the crime of blackmail.

Chief Justice Kris Kringle has highlighted a potential issue with government disclosures.



The Assembly Publishing Office is a branch of the Office of the Chair of the Assembly. It serves as the main information arm of the legislature and provides materials related to the various functions of the Office for educational purposes.

@Seraph (Erinor) was confirmed by the Assembly to join the Council on Regional Security with:

30 in Favour;
1 in Opposition; and
3 in Abstentions.

Criminal Code Amendment passed

An amendment to Article 1, Section 3 of the Criminal Code passed with:

23 in Favour;
3 in Opposition; and
13 in Abstentions.

Judicial Act Amendment passed

An amendment to Article 7 of the Judicial Act passed with

18 in Favour;
4 in Opposition; and
10 in Abstentions.

Current Matters being Discussed

@Ryccia has proposed an amendment to the Criminal Code, specifically relating to the crime of blackmail.

@Amerion has put forward two proposals: (1) An amendment to the Charter to remove specific restrictions on the High Court’s jurisdiction and (2) an amendment to the Proscription Act to allow for appeals by regions or organisations to their proscriptions.

Discussion is still ongoing within the Assembly as to whether or not to reduce the Election Commission from the three Commissioners to one Commissioner.
