The Frost Empire formally begins the motion to begin the deliberation to suspend or terminate the Ryccian Federation's membership within the World Forum after the continued violations to the tenets of the World Forum Charter by the Ryccian Junta currently governing the Ryccian Federation.

 

1c Section D

1. Members in violation with the tenets of the Charter may be deprived of all their membership privileges (suspended) upon a motion by a member in the Assembly or upon a verdict of the International Court.
   
2. A member’s suspension upon a motion requires a two-thirds majority in favour of the motion in the Assembly.
   
3. The duration of the suspension is to be determined by a vote, which also requires a two-thirds majority. In case of a suspension upon a motion, it takes place after the successful motion. If after two rounds of voting, a two-thirds majority cannot be reached, a simple majority suffices.
   
4. The member, who shall be suspended, may not participate in the process unless the Speaker of the Assembly or the International Court allows it to do so. Either can limit, in which parts of the process said member may or may not participate.
   
5. Members in persistent violation with the tenets of the Charter may be expelled from the World Forum upon a motion by a member in the Assembly or upon a verdict of the International Court. For the expulsion upon a motion, subsections 2 and 4 apply accordingly.

The Gianlucian government cannot second this motion due to two reasons.
First, the legitimate Ryccian government seems to continue to exist in the Irykian territories of the federation, even though only as a rump government. The Ryccian WF delegation has also expressed their full support for that government and has sided against the junta.
While it is clear, the WF must consider everything to sanction the government currently active in the main territories of Ryccia, taking steps to reinstall international peace and stability again, the Gianlucian government finds a suspension let alone an expulsion not only unuseful, it is also questionable whether there is any legal ground to take this step.

Secondly, we'd like to refer the Frost delegation to WFR 1d, Sec. F, Subsec. 1 in conjunction with Subsec. 2 i) and n). The process of suspending or expelling a member of this organisation is a standard measure and thus requires a standard resolution. It should be further noted, that both measures would need to be preceded by other measures first, before they could be taken. As this motion is neither a standard resolution in accordance with WFR 1d, Sec. E, Subsec. 2 nor is it preceded by the necessary measures ought to be taken before a suspension could be debated about, the Gianlucian delegation cannot second this proposal.

At this time the Imperial Frost delegation has received instructions from the Frost Empire to not recognize the Mirrey Government as the legitimate government of the Ryccian federation. Instead the Legitimate government of the Ryccian federation is the rogue military junta currently presiding over the Ryccian mainland.

Furthermore, this delegation’s motion isn’t to immediately suspend or expel the Ryccian federation, but to begin the necessary debate to determine if a suspension or expulsion is necessary.
In addition to answering important questions such as the status of the Irykian based government in exile. As well as determine which government, junta or Mirrey government, is the legitimate government among other questions.

Honourable members of the World Forum,

It should be clear which administration is upholding the Ryccian constitution and the rule of law, and which terrorist gang is murdering our country with bullets and bombs. As per the constitution of the Ryccian Federation, the line of succession upon the incapacitation or resignation of the President goes as follows: Vice President, the President of the Senate, the Speaker of Parliament, and if all these are not available, the Prime Minister, and if they are not available, the highest-ranking cabinet minister. This individual was clearly the Minister of Transportation, Lily Stloncht. By constitutional and legitimate right, she has assumed both the offices of President and Prime Minister in an acting capacity.

Do not be deceived, honourable members. The illegitimate and mutinuous group of jackals that rule over most of our territory will try to deceive you, asserting a false sense of legality by brute force. No amount of bullets, executions, arrests, torture and sadistic intimidation tactics will ever legitimize an usurpation of constitutional power. If one can just simply be the rightful source of sovereignty by force, then I assume any insubordinate officers in your militaries can just take over the capital, arrest your ministers and declare a new order. Perhaps the Frost Navy should send in marines and seize Oured so it, not its lawful government, commands policy and sovereignty in a legal manner before the world. Wouldn't you agree, ambassador?

No matter how much force you apply, the law will always and forever stand as long as there are those willing to defend its existence. President Lily Stloncht and many patriotic Ryccians are able and willing to defend the Ryccian Federation to the death. Don't let a treacherous cabal of fanatic zealots destroy a democracy that has stood for more than a century, flaws and all. Don't let them kill our liberty with lead.

Sedunn recognises the Mirrey Government as the legitimate government of Ryccia, but it will not have Sedunn's unconditional support in all matters. As we have seen, Ryccia has extensively used its military or threatened to use it to enforce its will without legal support in the Grovne Conventions, even under the government that now lives on in Mirrey. I would like to invite the Ryccian delegation and the Mirrey Government to elaborate on its stance on the war in Valora, the junta's military build-up along the Ikaranarean border and provide evidence that it is seeking different means of ending the war and de-escalate tension.

We have little influence on these matters, for the junta is usurping our authority and has the authority over most of our armed forces. Regarding the Valoran issue, we have ordered all troops currently stationed in Valora to act as a peacekeeping force. The plan of our government is to seek a ceasefire between all sides and establish the necessary foundations for a lasting peace in Valora. We do not seek to side with any belligerent party, only with peace.
