Chapter II of the Charter of the Southern Cooperation Organisation describes the accession process. Those nations wishing to become members of the Organisation must go through the following process:
  1. Interested nations submit an accession application, as included below
  2. The Secretariat reviews the completeness of the application
  3. Complete applications are referred by the Secretariat to the Southern Council
  4. The Southern Council reviews the application and votes on it, no later than seven days after receiving it
Should the Southern Council have any questions to the applicant or require further information from them, they will invite the application to answer such questions in a public session or request the delivery of such documents to the Secretariat.

Those nations or international organisations wishing to become observers to the Organisation must fill out an application and submit it to the Secretariat. Such application will be reviews by the Secretariat and granted and denied also within thirty days of its reception.
