Farengeto Intervention in the Kallion Islands

"Greetings, delegates of the Southern Cooperative Organization.

As I speak tens of thousands of Farengeto are being repressed under the Zarisan government. More than a century and a half ago the Kallion Islands were unjustly stolen from the First Republic by Zarisa. Since then the Farengeto inhabitants of the Islands have struggled for their freedom and for the proper recognition of the culture.

Now the Farengeto people protest against foreign rule and demand to be reunited with their homeland. As Zarisa fails to maintain order against this growing unrest my government has questioned the future of our people on the Islands. As such we have prepared an armed peacekeeping force to be dispatched to the Kallion Islands.

These troops will preserve peace and order in the islands, and will see that the democratic rights of the Farengeto are upheld through a referendum on the status of the islands and whether they should be returned to the Farengeto Republic.

I ask that the SCO grant their blessing for this intervention, and support us in protecting the Farengeto people abroad."

"You may get the blessing of this council, but, you will not get the blessing of Resentine. The modern borders have been recognized for decades and will not be changed simply because your government is willing to send an armed force to take the island over. Zarisa has a record of being a strong democracy, and would likely allow any citizens of the islands to vote if protests continue. Armed intervention is not only unnecessary in this case, but also unwise. Resentine is against this intervention."

Ambassador Franck Martel of the Farengeto Delegation stood to address the Ryccians.

"This is a mission of peace, not of war. The failures of the Zarisan government threaten its Farengeto peoples. It is the opinion of my government that we must send a peacekeeping to defuse the situation before it grows more dire. These protests have escalated repeatedly, and now our intelligence reports the situation is on the verge of open revolt. 

"This is not an invasion force bot an occupying force, it is a diplomatic peacekeeping force to protect our brothers abroad. It will ensure order is kept, oversee that the right of self-determination of the islands are protected, and then withdraw once the situation is stabilized. We cannot afford inaction, so we ask for the support of this Organization in this operation.

"We do not support such measures. Doing so without Zarisa's approval would violate its sovereignty. If it goes to a revolt then yes, you may send peacekeeping troops, but we prefer diplomacy, unless the entity you are talking to is crazy, like Vercopia"

"We also think a military intervention would be a spectacular violation of Zarisa's sovereignty. Any change in the borders of a nation without the consent of all parties involved, including the nation whose borders are being changed, is, to put it simply, wrong. Farengeto must resort to diplomatic measures. If Farengeto intervenes in Zarisa, and tries to take over the islands without Zarisa's consent, we will condemn it, and consider it illegal annexation".

"I must also add that the people living in the Kallion Islands are Zarisan citizens. So, technically, they are not your people. Sure, they are Farengeto by ethnicity, but their status is as Zarisan citizens, not Farengeto citizens. The Third Republic of Farengeto has no right to send a peacekeeping force without Zarisa's consent, and then immediately order a referendum without Zarisa's consent either. Otherwise, this will be an illegal occupation of Zarisan land by the Third Republic of Farengeto, something that no nation can accept"

Before even considering military force, every possible peaceful alternative should be explored. This Council needs unbiased proof of Farengeto's claims and should also be tasked with mediating between Farengeto and Zarisa.

We will not accept peacekeeping forces from Farengeto itself, but if the situation in the Kallion Islands is as severe as claimed, peacekeeping forces consisting of neutral members should be considered.
