Regional Forum and Administration

Section 1 — Official Forums
1. The Coalition's official Regional Forum is located at http://tspforums.xyz
2. Should the Regional Forum cease to exist or otherwise become permanently unavailable then the Cabinet is authorized to establish a replacement Regional Forum.
3. Barring circumstances outlined in Section 2 the Assembly reserves the sole right to authorize the creation of a new Regional Forum.
4. The Regional Forum is administrated by the Admin Team and moderated by the Moderation Team.

Section 2 — Administration and Moderation Team
1. The administration team should consist of a root administrator and other administrators as needed.
2. Other administration members shall nominated by the root admin and approved by a 70% affirmative vote by participating forum users
3. The Prime Minister will receive moderation powers over the entire forum and other officials shall be given moderation over selected areas of the forum.
4. Other moderators may be nominated by the administration team and instituted with a 50%+1 vote in favor.
5. The administrators and moderators outline a code of conduct with input from users.
6. Administrators and moderators should keep a public log of actions, to the best of their abilities.

Section 3 — Administrator Removal
1. Administrators may be removed from office for official misconduct.
2. Official misconduct should be determined by the judicial branch in the form of a criminal trial.
3. During this time, the administrator’s powers may be suspended by the judicial branch a trial can be held.

We're allowed to post here right?
I like most of the proposed charter. However I dislike the fact that the Prime Minister will appoint people as Ministers, rather than the forum community. In my opinion the current way is better.
Also the charter seems to remove most activities from the forum, onto gameside. This will remove activity from the forum.
Lastly, wouldn't giving everyone citizenship remove the purpose of it, therefore it's not needed?

I'd be willing to keep the election situation as is, but I thought as a matter of course having an appointed (and approved by the Assembly) would better separate powers. But, we could return to direct elections if that's what we want.

I'm not exactly sure what would be moved gameside? The only thing different is that we'd also hold elections for the delegate gameside, as well as on the forums. Everything else would be the same — and primarily done on the forums. Truth be told, I was trying to find a happy medium where we gave RMB-active nations a say over what matters to them, but not with the parts they don't care about.

Finally, yes — it would defeat the point of "citizenship" because the way we process citizenship is crazy, tbh. Essentially, instead of being a "resident" and then "applying for  citizenship," everyone would be a "citizen" and you'd apply for "legislative seats," which would include voting rights for legal matters and for elected offices. And, it would shift the power to the Chair, which would give us different ways to monitor activity.

It's the same thing I've been arguing for a while.

There is no reason the region can't have a say over who and how administrators are selected and removal when need be. The current situation where the root administrator is petitioned to remove the other admins is untenable. We've seen this been untenable throughout Hile's stint as root and it remains untenable.

I'd like to point out that I put the Prime Minister in charge of the recall vote, but said that it needed to be away from the government to make sure all forum users get a say.

If you allow administrator recall, there is no guarantee their replacement wouldn't go rogue. How would you minimize the risk if we actually went this course?

There's no guarantee the administrators under the current system won't go rogue. And now, we don't have a way to fix it.

To be clear, new administrators would need to be selected and approved by the users, so it's not like we're pulling random people in off the street.

IMO, He who pay's the fee, is THE admin. It becomes their responsibilty to provide a platform that 1) (and foremost) provides the forum. making sure it's stable, secure and backed up (just in case). 2) provide features and structure as requested by the coalition to enhance the experience. 3) Admin moderation reponsabilty should only be directed to TOS,spam, and inappropriate behavior. It's up to that owner/admin to pick a staff to aid him in that quest. This role should not be legislated. You open the door of the root admin, after spending cash/time to host the forum, getting upset if voted out and losing everything we have. Not fair to have someone pay for the platform and make them not have any say.

Moderators should be the elected officials of the respective areas the are elected to run and they should have full control of those areas and not be "overruled" or "preempted by an admin. Whoever gets the role of approving citizenship should have the ability to modify the flags necessary. The admins have the right to suspend/remove moderation privileges if abused, but not dictate that moderation happens THIS way.

I know myBB and it's structure and it's not that hard to do. We may want to legislate that copies of the database backups me hosted on a separate, public host and read only access available to a person or persons outside this group "just in case". 

It's really simple, if you look at admins providing a platform for a community to enjoy and not become game masters in dictating how to use it. The current admin team provides that 90% of the time, but has shown that either they play to their own rules, or don't have things set up that their actions are defensible. Recent issues that someone posted in a secret forum and met citizenship requirements is just an example. Did they or didn't they? No one will ever know the answer to that. What ever mod gets that responsibility should post routinely the checks done in the forum and be given the ability to see the last post date versus having to check the forums, maybe even a script. And secret forums should be listed on the menus, just not accessible so nothing is hidden. 

It's really not that hard.

Proof has already been supplied by Tsunamy that I did post within the month before my citizenship removal was requested. You will see that I have consistently stayed away from controversial politics for the past few weeks now, but I will not stand idly by as lies are told about me.

If you want even more consistent proof, make a request in the Operations Centre that the actual thread be released. I will gladly vote in favour of that, if that is what it will take to put the matter at rest, because it gets really tiring. I want to work with all, but I don't understand how you expect me to be as willing if I see lies about me constantly retold to the point of perpetuation.

Technically Tsu isn't paying for anything yet [emoji12]

Also, making the database publicly available, or even giving it to non-dev admins should be a nonstarter. That would expose a lot of private information, like email addresses, password hashes, private messages, etc.
