Resolution 007: THE SAFE PASSAGE OF HOLY PILGRIMAGES

“Labayk Allahuma Labayk Labayk. La shareeka laka Labayk. Innal hamda wannimata laka wal mulk.  La shareeka Lak.”

These are the words chanted by some two million people throughout the world heading, as if pulled by a magnet, to one single spot on Earth. As has happened every year for 14 centuries, Muslim pilgrims gather in Makkah to perform rituals based on those conducted by the Prophet Muhammad during his last visit to the city. As you know, Hammerstar is a nation of many religions, and hosts three religions that conduct Holy Pilgrimages as a spiritual journey. Islam, Roman Catholic and Buddhism. Our nation has been mediating many of our pilgrims to foreign lands and aid them in their journey to have a profound feeling of having gone through a life-transforming spiritual experience. Pilgrims come away with pride in having successfully performed a ritual dedicated to God and in belonging to a huge family of people that shares the same religious beliefs. And he has acquired a sense of humility, inner calm, brotherhood and strength that lasts a lifetime.

We see however, that there has been no international organization in the South Pacific to mediate the pilgrims in their holy travels. The SCO is the largest international institution in the region, and therefore has the resources to produce such coalition to mediate holy pilgrimages.

Therefore we, The Anarcho-Pacifist Technocracy of Hammerstar, Hereby submit the resolution below.

DRAFT RESOLUTION 007
THE SAFE PASSAGE OF HOLY PILGRIMAGES

In consideration that there has been no concrete initiative for international cooperation on holy pilgrimages, the resolution has been proposed below:

1. Acknowledgements

Acknowledging that there is a sizable religious community in the South Pacific, and most of these religions offer holy pilgrimages to foreign lands. These religions are but not limited to: Judaism, Islam, Christianity, Buddhism, Hinduism. Also acknowledging that these pilgrimages are offered to the people by private agents without proper regulation by the international community.

2. International Cooperation

A supervision administration would be created and moderated by the SCO with cooperation with ministers of faith all over the South Pacific Region. This Administration shall be responsible of:
  • The safety of South Pacifican nationals in their respective holy pilgrimages
  • The Issue of special booklets on the rites of various Holy Pilgrimages in many languages for distribution among the pilgrims of The South Pacific
  • Oversees medical services for the Holy Pilgrimages. Making sure they are in shape for pilgrimages as well as able to medically aid the pilgrims of The South Pacific in times of need.
  • Hosts journalists and members of the media from other countries to cover the pilgrimage, while at the same time arranging for live transmissions of the rituals by satellite throughout the world.
  • Planning for each year's pilgrimage. This generally starts at the conclusion of the previous one and involves evaluating various programs and, if necessary, introducing steps to improve any service that is deemed below par.
  • The swift and safe transport of the millions of holy pilgrims.
  • The provision of military personnels to guard the South Pacifican pilgrims
  • To remain actively seized on the matter.

3. Responsibility of Member States

Should resolution 007 is enacted, member states are responsible of
  • Mediate their own pilgrims and prepare them for the upcoming pilgrimages by giving but not limited to: Briefings, Praying Equipment, First Aid Kits, Meals, and provide Supplementary items such as Wheelchairs, Crouches, and so forth.
  • Providing necessary health checks to pilgrims.
  • Cooperate with private pilgrimage agencies to ensure that all pilgrims depart and arrive safe
  • To remain actively seized on the matter.

4. Amendments

This resolution is open for further amendments in future discussions

5. Signatories

This Resolution shall be binding upon all members of the Southern Cooperation Organisation and may not be reserved.

Resolved on XX XXXX 2016,

In Sedunn there is a strict line between state and religion. Sedunnic citizens going abroad for a pilgrimage and foreign nationals wishing to embark on pilgrimages to Sedunn may do so as tourists or an otherwise non-official position, offering no further privileges.

The SCO is not the right institution for these matters, and we suggest that interested parties may form a non-government organisation through which pilgrimages can be administered.

We see no reason Farengeto should be forced to provide what Hammerstar is suggesting. Why should out government be forced to provide all the supplies for these? And do we really need military personnel to guard these people? Our people are free to perform these pilgrimages but as with Sedunn they will be treated as any normal tourist, I see no reason to grant the religious special privilege.

Honorable delegate of Sedunn, I am quite aware with your nation and how it has become a site for religious pilgrimages as well. The ancient king stood alongside Christ in a painting if I'm not mistaken. I believe that Sedunn has an ancient cathedral as well?

Thing is, this resolution underlines all foreign pilgrimages for all religions. The non-goverment institution suggested by you would only manage for one religious pilgrimage. So far there has been no non-government institution that covers and manages one type of religious pilgrimage, such as an International Islamic Hajj Committee, there are none.

Moreover, non governmental institutions could not work alone. Especially in hajj and pilgrimages to the pope, there is just a large influx of pilgrims that needed the cooperation of a lot of states. The equipments, transport and security would need the involvement of many nations. the SCO is currently the best place that could provide the necessary resources for holy pilgrimages.

Now, to answer your question delegate of Farengeto on 'Why should your government be forced to provide the supplies' is fairly simple, if the resolution passed the pilgrims of the South Pacific are our responsibility and therefore we should provide them the supplies for the necessary travel.

"Do we really need military personnel to guard these people?" Now that's a question that must be argued, on one hand the host country for pilgrimages would be responsible of the safety of our people, but on the other hand do we actually trust the host country to keep our pilgrims safe? That is the question up for debate.

I don't know about Farengeto though, do people go to pilgrimages to your country? Is there a religious landmark that Farengeto houses that is considered a holy landmark.

Lady Rowena, I am not sure what you mean with Sedunn as a site for pilgrimages. I am sure there has been some pilgrimage over the history, but not to a noteworthy extent. You may be confusing Sedunn with another nation here, as no Sedunnic king or queen have been in the same painting as Jesus, or have indeed had the pleasure to meet him in person. The oldest church is located in Grovne, constructed during the 17th century.

Sedunn has no interest in granting specific groups of people extra access to the nation. Religious people on pilgrimage are welcome as tourists. It is not the duty of the state to facilitate special pilgrimage needs. Also, we must strongly reject the idea of engaging our military in the protection of pilgrims. Law enforcement is handled by the police, which is dedicated to protecting both citizens and foreign nationals, and to my knowledge there is no threat what so ever to pilgrims anywhere on Pacifica.

I understand there are challenges connected to pilgrimages, and that there may even be millions engaged in this activity, but there is no evidence that this group is more exposed to crime or other mistreatment compared to other tourists.

Would Sedunn and other member states of the SCO would want to help organize and cooperate the pilgrimages in the future? Hajj is the closest major pilgrimage that shall occur later on, and noting the extensive muslim community in the region we would need your help in ensuring the comfort and safety of these pilgrims to Mecca.

"We should not be expected to pay for the infrastructure of another of another country simply to grant special privilege to a special group of tourists. If I were to ask for funding to develop tourist areas on Farengeto's beaches you would probably laugh, yet for us the logic is essentially the same. We will not stop pilgrims but we will not pay for them either."

But would the state of Farengeto help in facilitating and aiding their journey, as well as open for cooperation to ensure the safety and wellbeing of the pilgrims?

The Sedunnic state does not encourage or disencourage religious activity. I would again like to point out that while in Sedunn, pilgrims enjoy the same privileges as other tourists, as in protection from crime. There is little we can do outside our borders.

Would they be able to prepare the pilgrims as well as oversee that they are in great medical shape for their spiritual journey?
