In what world were you elected to force your views and beliefs on others? We all know the Gameside Community is just going to vote whichever way people tell them to, or which option has the majority which was why I was against giving them so much power. You're making it worse and then saying that you were correct by doing it. I'm not sure what offical does this in 'Nationstates oldest democracy'.

DM's poll is still going for another 2 days, but I just wanted to report that so far there's an overwhelming majority for mass TGs once a week.

Poll Results:

Multiple Times a Day: 5 (4.7%)
Once a Day: 4 (3.7%)
Multiple Times a Week: 8 (7.5%)
Once a Week: 66 (62.2%)
Once a Month: 7 (6.6%)
Never: 16 (15.1%)

106 Participants (1.4% of the Region)

The results of the poll show a majority of 62.2% in favor of only receiving Mass Telegrams Once a Week. I would also like to point out that only 106 people voted in the poll, which is just over 1% of the total population of the region.
I still believe that dispatches would be the best avenue for the LC to broadcast information on Assembly matters, and that Mass Telegrams should be limited or not used at all by the LC.

If the majority of voters believe in only receiving Mass Communication once a week, then allowing the LC to use Telegrams for promoting polls will end up causing any other Mass Telegrams from the Delegate, Cabinet, or CRS in the same week to go against those wishes.

In which case wouldn't it be better to establish a rotating system or limiting the LC mass telegrams so that they don't coincide with Delegate, Cabinet or CRS mass telegrams in the same week to appease players who wish to receive one mass TG a week?

Or we could read the poll as simply indicating that we shouldn't overuse the regional TG function, and apply common sense?

So, while I appreciate the thought behind DM's motion toward more finite language, this is why we have the court. If we tie our hands suggesting we can only send a mass TG once a week we're going to limit ourselves.

As such, I'd like to motion the following draft for a vote:


Regional Communications Act

An act clarifying proper communication by government officials

1. Scope

(1) Modes of mass communication covered include
a. Mass Telegrams to the region
b. Dispatches pinned to the regional World Factbook Entry
c. Changes to the regional World Factbook Entry
d. Any other form of communication, apart from the Regional Message Board, that is directly visible on the NationStates website by the in-game region at large.

(2) Any individual capable of engaging in mass communication with the region as described above shall be subject to the regulations contained herein.

2. Mass Communication

(1) Communications to the region shall be
a. respectful
b. honest
c. restrained to a reasonable frequency of notifications
d. neutral with respect to political ideology or debate

(2) Communications to the region shall not
a. mislead the public
b. attack or otherwise diminish other officials
c. attack or otherwise diminish The South Pacific or her allies
d. directly or indirectly threaten the security apparatus of the South Pacific or her allies

(3) The Delegate may, at their discretion, enact further restrictions, guidelines, or approval processes on the use of mass communications.

(4) The Council on Regional Security may temporarily suspend the provisions contained herein for themselves or any duly chosen surrogates for purposes of regional security.

3. Infractions

(1) Infractions may be brought before the Permanent Justice in a court case. For the duration of the court proceedings, the Delegate may suspend the mass communication capabilities of the accused.
