[IC] ICPA Summit
#21

Daniel stood up to answer the peonic question. He talked a bit slower as usual, so the translator can work better.

"Ms. Wei, of course this forum should, in my understanding, help centrist parties to gain more seats in the parliaments all around Pacificia, but it should also help parties in power to remain in power somehow. This doesn't mean, we're faking ballots or anything, but we come together, have an aim, how the world should work and a method, how to work in the countries, to make Pacificia to a better and more centrist place. I think, it's clear, that we all want some kind of power in our country and shape our region with our policies and visions and this alliance can help us. We teach the others, what we have done, to get some power in our countries and we learn from each other, what we could do better in our work or our campaigning."

He took his seat again and awaited an answer from the peonic delegation or criticism from the others.

"We have seen it all over the world honorable delegate, foreign powers trying to influence the country's political processes not through faking ballots but provide heavy support through monetary and various means. Sure, there could be a methodology where advice is provided by a fellow member to a fellow member for improvement, but help does not come cheap, and there is always something in return. Question is, what does the national public think about it?"

Zhao Wei, who was clearly a woman, sat back down.

Wilson Clarke got back up to the podium.
"Simply supporting the smaller centrist parties doesn't mean faking votes or cheating the people of a foreign state. As a representative of a smaller party, that is not at all what we wish for. What a party like us would want, and are willing to provide, is indirect help leading towards elections. We don't international campaigning or endorsements, especially due to the isolated nature of Ausstan. Anything you are willing to offer us, we are more than willing to give back."

"The OCP is, of course, willing to provide support to centrists through Pacifica. We can do through advising parties on how centrism became dominant here, and what we do help people understand the centrism is not merely an ideology that requires you to compromise on your values. To the smaller parties here today let me assure you of this, our party did not become successful overnight. It took years of coalition governments and public education campaigns for us to become a dominant party in out coalition." Rex said as he sat back down in his seat, wondering where the podium Mr. Clarke had spoken at had gone.
Above all else, I hope to be a decent person.

"I certainly concur with Mr. Clarke and Mr. Rex, however, I do also believe we should be able to provide more direct assets in pushing the Centrist cause internationally. I believe we should be able to assist Centrist candidates with either Political Advisers and Strategists or even Campaign Volunteers.", Leipa stated, "These Volunteers would of course be compensated by the party sending them, or by the party requesting them depending on the agreement, along with other limits that can either be discussed and imposed here or in our home nations. I do think on the ground field support assists much more than simply financial aid. This is something Resentine Political Parties have learned well, as we are limited in our sources for funding for campaigns."

The treasurer of the SPG agreed to this.
"Yeah, we should definitely consider this too. As for GI-Land for example, it's difficult to explain, why and how and from where we get money for campaigning etc., because this gets normally paid by the party itself or the nation and not from foreigners, whether they are indivdual persons or organisations."

Secretay Claude stood for one of the first times saying, "I do agree that providing manpower can be important, however, I think some nations may have laws prohibiting that kind of activity and we must respect those. We need some kind of organization that can help to connect our party's resources to others abroad. That is what the ICPA needs to be."
Above all else, I hope to be a decent person.

At this point, after listening for quite sometime Arima Genka, the party of the Frost Empire's Shiminto party sighed softly, he and his companion Representative Modeh-rait had taken a huge political and personal risk to come to the summit. However, it appeared that it may have been for naught as they had listened to the others talk of introducing foreign donations into political coffers, idle talk of centrism, and other matters. Shaking his head, Arima said, "We understand the necessity of manpower and galvanizing the centrist base to vote in our respective countries, but we would prefer something more tangible. Something that would allow smaller political parties to benefit in coalition governments while bringing tangible benefits to larger centrist political parties in other nations. The Empire for one prohibits foreign political donors as well as political advisors. However, there is nothing in Frost laws that prohibit members of the assembly from reaching out to other political parties to promote harmony and cooperation. Which is why we took a major risk, both politically and physically to see if this summit would produce such a thing. Perhaps I was foolish to believe such a thing would be possible."

Syusa Sanki nodded her head in agreement, though the point she was about to make was somewhat different.

"We all have our own aims and objectives here, but for some of us our problems are matters of scale. The way I see it, the only worthwhile benefit of an international alliance of parties would be if our fellow members were to work towards supporting the causes we value, raising the profile of the issues we fight internationally and stand by our side in the international community to say, 'yes, this is important and we will fight for it with you'. If that's not what we're aiming for, and we're instead focussing on ways to play our respective campaigning systems, then I don't see a reason to participate."

"It would seem so, to agree on one common fundamental principle, one that would not jeopardize the fundamental values of one's party while catering to the belief that this alliance ensues." Responded Sima Yi, "Ladies and gentlemen the idea of this alliance, to us, is not to simply help others to gain further power, it may be the additional goal but otherwise true focus on it would simply lead to multiple governments under a central alliance, this one."

"We of the Peocracy will not tamper in your political affairs and be sure that tampering with ours would have unsavory consequences. May we discuss on the various principles that this alliance supports?" Asked Zhao Wei
