30th Assembly of the South Pacific

In session: 1st to the 30th of November, 2018

Number of Legislators: 63[1]

Presided by the Chair of the Assembly, @Amerion

(2) Within the first week of each calendar month, the Legislator Committee will remove legislator status from a legislator if they failed the voting requirement in the past month, if applicable, or otherwise no longer meet the eligibility requirements as described herein. The Legislator Committee may exercise discretion and not remove legislators under reasonable extenuating circumstances.

(3) A legislator fails the voting requirement if they are absent for more than half of all votes finished in the previous calendar month, if a minimum of two votes occurred. Legislators who have an approved leave of absence from the Chair shall not be considered absent for votes in the given time frame.
Legislator Committee Act, Article 3, Section 2 & 3 [Image: rxtQsR3.png]

ABOUT LEGISLATOR CHECKS

The Legislator Committee has the authority to remove Legislator status from Legislators who fail to meet the voting requirement and/or fail to maintain their eligibility as Legislators.

A Legislator meets the voting requirement if they are present for a majority of all votes conducted in the previous calendar month if a minimum of two votes occurred.

The Chair has traditionally had the power to exempt Legislators who failed the voting requirement if they displayed activity elsewhere in the Assembly, in which case they would receive a warning. Should they have once again failed the requirement in the following month, they would lose their Legislator status.

I ask that the Chair consider ordering the Legislator Committee to suspend the legislator privileges of Islands of Unity due to his disruptive behaviour, as seen by attempting to bring ten pieces of discarded legislation from up to two and a half years ago to vote simultaneously.

Your honourable chair,

I ask you to consider Belschafts request seriously.

I seek to add discussion from this morning from approximatley 1049am onwards till 156pm, also 615am to 623am (aest) on Discord- legislators lounge. Also, potentially yesterday approximatley 2:30-2:34pm.

Which suggest motive and deliberacy of action.

SUSPENSION OF ISLANDS OF UNITY

6 December 2018

Esteemed Legislators,

Please be informed that @islands_of_unity is to be suspended from the Assembly for a period of 24 hours, beginning from the time the Legislator Committee applies this suspension.[1]

The conduct of islands_of_unity was disruptive to the regular business of the legislature and is grounds for suspension. While I encourage all Legislators to engage in discussion on any matter they desire, to do so in very old threads (or ten for the matter) instead of creating new threads, is unnecessary. As Chair, I frown upon this gravedigging and warn other Legislators against this practice.

To engage in a meaningful discussion was, however, not the intention of islands_of_unity. The Deputy Chair stated in the Legislators' Lounge: 'It is within my rights to do this, and i [sic] think that it is an efficient but serious form of protest' against '[the] security reformations proposed by roavin as well as the establishment'.[2]

A formal warning has been issued to islands_of_unity. Should he fail to reflect on the propriety of his actions during his suspension and continue to engage in such behaviour, the Office of the Chair will respond accordingly.

[1] Legislator Committee Act, Article 3. Legislator Checks, Section 4, stipulates: ‘The Chair of the Assembly may order the Legislator Committee to suspend legislator privileges for disruptive members. Frequent suspensions may be grounds for ineligibility, if found appropriate in a fair trial by the High Court..’

Having been suspended from the Assembly for disruptive behaviour, does Islands of Unity remain a Deputy Chair or has he also been dismissed from this office? I ask as the Assembly should expect the highest standards of personal conduct from it's Chair and Deputy Chair's, and this has clearly not been the case here.

Apologies for the late response.

@islands_of_unity shall remain as my Deputy. While I am disappointed with his conduct, we all make mistakes and all deserve a second chance. Islands will have another opportunity to show himself to be an exemplary member of this Assembly.
