I would enjoy this, but personally, I think a mere WA Advisor would be enough. The World Assembly doesn't have much actual power compared to, let's say, the main regional government.

Still though, while I won't advocate for it, I'm okay if it passes.

My quick draft just has the cabinet vote, really. But the same applies to, say, MoRA. No extra powers except for an "encouragement" to do the things the Charter says.

I suppose the RO act may have to be amended, too, now that I think of it.

I’m happy to go along with this experiment if everyone else wants to (despite my own misgivings), but would prefer if we included a sunset clause. If after two terms (eight months) the WA Ministry isn’t really doing anything I’d like inertia to be on the side of discontinuing it, rather than otherwise.

I see this more as a functional facilitator or a compiling point than a position of power, per se. I mean the power to create and run the ministry is implied, as is (I suppose) some amount of power needed to oversee various aspects and coordination between the game, forums, and discord, but as far as actual power? I'm not sure how to answer that. 

I think it is more a position meant to serve than to wield power. Personally, I would see this minister as using her office to make sure players new and old had the tools and resources they need to be active members of the WA and SWAN Knights. Any power would just be whatever is necessary to do that job. I'm sure I don't know exactly what that would entail, but I don't see it as being vast. I also would probably advocate AGAINST the position having much more power than that of a facilitator. I'm not sure if that answered your question or not, though.

In my eyes, this is a position that can give new players and old players one more place to leave their mark. I have really found a passion in getting out there and endotarting. I look forward to reading new resolutions, and one day I'd love to write my own! I'd love to have in-character debates on the resolutions and out-of-character workshops on what makes resolutions successful. And while yes, pretty much all of the information necessary for these tasks is already available somewhere on the interwebs, why not have an office where people can get it all in one place? Idk. Just a thought.

That's an interesting idea. I'm not sure what that would look like. Could we schedule some sort of trial period (maybe as you say 2 terms) and schedule a referendum on it after that period is up? Or would we set specific, measurable goals that, if the ministry fails to achieve them would result in the disbandment of the ministry?

I was thinking in terms of a separate bit of legislation that says something along the lines of;

“1. The position of Minister of WA Affairs is abolished, and the Chair empowered to make necessary corrections to the Charter and Code of Laws accordingly.
2. This act shall come into force on [INSERT DATE HERE] unless repealed.
3. This act is a Constitutional Law.”

That way if the position isn’t doing anything it just goes away by itself, and if it is doing stuff the Assembly can decide to keep it. It just reverses the initiative from keeping it to getting rid of it.

Edit: We’ve had enabling acts before, think of it as an “un-enabling” act.

Gotcha. That makes a lot of sense, and I think it's a good compromise. I'd be on board with that. Not only does it help assuage the worry that the ministry will be ineffective, but it puts a little pressure on the Ministry to step up out of the gate and make a difference. Would it be possible to add it into the actual bill?

I just assumed the date of June 1, 2019 since I guess if this passes we will elect our first Minister in the October election. I doubt it would be worth it to have a special election for what would ultimately only be a couple weeks of September. 

Of course, since this is in the Charter, if you think doing a separate bill would be more effective, then that could work as well.

A separate resolution would be better, yeah. Something like Bel suggested, or alternatively something like
the resolution mandates a vote at that time and if the vote fails the margin of a charter amendment, the Ministry is automatically removed again.
