So, delegate advisory position rather than forcing the delegate to answer to the MoWA when it comes to WA votes?

To me, it feels more like a vice delegate position rather than a ministry position.

Does this position need a cabinet vote? It's portfolio might be highly imbalanced compared to the other Ministers? I like FaeBae's wording of "facilitator" and perhaps this can be part of a set of potential facilitator positions that don't have votes? (For example some might see Chair as a facilitator position).

Is there a way to either broaden it into a full Ministry if this is to be a cabinet position? For a long time we've discussed but never enacted a change to the RA Ministry and to possibly separate out communications (or whichever branch) but never done it but I can't see how to connect Communications (journalism, dispatches, etc) and a WA Ministry clearly. Therefore, what else could be connected?

I like the idea of trying it out on a trial basis. I'm unsure of whether it should be a cabinet position or instead be part of a facilitator class of positions that can but do not have to work together (for example Chair has some overlap in terms of making legislation, writing and this could possibly work with that?).

So I was talking with Escade about this, and I do agree that it would be good if we were able to take some of the extensive burden off of RA and give it to a potential WA minister. But I was stumped on what would go intuitively with that role. 

Would it be possible to combine the Integration aspect of RA into this position? I just think that if this position already focuses on helping get members engaged with the World Assembly, they could also help with them find their way on the forums, discord, and various other aspects of NS in TSP. 

In my head, all of the things that so many people have contributed to this position still apply: I still see this ministry encouraging WA membership, explaining how to draft proposals, perhaps sponsoring some kind of proposal writing contest, conducting polls and debates on new WA legislation, promoting SWAN, etc. But at the same time they could be explaining how to get involved in the Assembly or a ministry, maybe running a big brother/big sister sort of program, organizing some sort of onboarding program for increasing the conversion rate of players who come into the region to those who are integrated into the forum and discord and stick around. It could be really cool timing to start this up, as several of you have mentioned that we are in a lull before we get a rush of people coming back after summer.

These are, of course, just my thoughts (though I'm going to give Escade TONS of credit for talking it through with me and helping me focus those thoughts, as well as providing plenty of greatness as well). Feel free to tell me if this idea doesn't work.

I think Faebae's idea is absolutely brilliant and solves a couple of thing we've discussed at length!

I'd like to propose the following draft amendment to the charter based on Fae's ideas and adding the previously WA responsibilities and integration that Yuno has proposed together:

2. The Cabinet will consist of ministers with the following portfolios: Foreign Affairs, Regional Affairs, Military Affairs and Integration Affairs.

and:

Minister of Integration Affairs

12. The Minister of Integration Affairs will be responsible for encouraging WA membership, promoting the regional endorsement program (SWAN), organizing onboarding programs for nations new to the region on the forum, Discord, and with the Local Council on gameside, and is responsible for helping integrating new and old players into the region.

13. The Minister of Integration Affairs will be responsible for curating World Assembly related activities of NationStates and regional members and advising the Delegate on how to best represent the Coalition's interests in the World Assembly.
 

I think calling it integration makes the most sense for clarity but I also love Affinity (Minister of Affinity, Ministry of Affinity Affairs).

While I like your idea, personally I believe that the WA and SWAN stuff should be a bureau under RA.

I can see a case for dividing MoRA into two new ministries, one responsible for Integration and one responsible for Culture, but I don't see any rationale for lumping WA Affairs in either.

That’s great work you’re doing and you’d be an ideal deputy minister for the WA ministry, got summaries would also be in the form of dispatches/Information For Voters and be telegrammed to the full region    

I've put past summaries in archive dispatches after voting has finished. It's worth noting that they're not particularly detailed like the TEP ones. I'm not really a WA expert, though I don't mind making these I was hoping someone better than me would be taking them on by now.

As for TGs, I'm generally wary about sending them regularly; players tend to get angry if they get more than 1 a month...  
The reason why TEP's IFV dispatches are so detailed is because TEP's WA ministry member posts the voting threads onto the forum, all citizens of the population vote on it and EXPLAIN why they voted as such, and then the WA Minister copy and pastes those opinions into the IFVs, and the delegate weighs in on what the popular consensus wants and reads the IFV. Then, delegate votes based on all of the following combined, early, and proceeds to inform the WA nations to vote, and nonWAs to join WA and vote, and uses all of the above to recruit for the ministry further expanding it. Then, these ministry members can work together teaching each other about WA aspects and WA resolution writing, and anything (WA resolution) written by the ministry members within the ministry would obviously be supported by TSP's delegate and TSP nations.

I think it should become a MINISTRY; so yeah, the WA minister will be a Cabinet member with Regional Officer, on par with the MoMA(military), MoFA(foreign affairs), and MoRA(culture)
