As quorum (3/4 of 6 players, therefore 5/6) has been met, the voting phase is now over.
With 3 nays and 2 ayes, Frost's proposal does not pass. Per rule 206, Frost loses 10 points. The points are as follows:
With the voting phase over, the proposal phase begins, with @Roavin as chair.

Furthermore I would like to suggest following change to Rule 202: "One turn consists of two phases in this order: (1) The Proposal Phase, during which any player except the Chair may propose one rule-change. This round will be ended by the Chair at their discretion, but no sooner than after 24 hours unless all players have met all obligations for that phase and have either performed or forfeited all optional actions they are entitled to within that phase. The round may also be ended by a simple majority of players after 72 hours have elapsed. (2) The Voting Phase, during which all players may vote on any or all proposals submitted during the Proposal Phase. Players vote with "Squawk" for the proposals they want to agree with and "Chocolate Ice Cream" for the proposals they want to deny their support to. This phase will be ended after 24 hours or when quorum is reached, whichever occurs later. The Voting Phase may end earlier than 24 hours if there are no votes to be held or the outcome of all votes is already unambiguous."

I would also like to make the following proposal: The first player to vote during the voting phase will receive 5 points. The last player to vote during the voting phase will lose ten points, unless all eligible voters have not voted, in which case those who did not vote shall lose 10 points each, instead.
