The Peocracy of Huawan demands answers from the Committee of International Law and its observers. Why such a decision passed through so easily from your watchful gazes, the Izaakian PM does not have the power or control at this moment, to postpone the elections unless a state of emergency was declared.

With particularity from the Ryccian observers, who stated a cancellation, instead of a postponing of the elections which were the words used by the Izaakian government. Certainly with such a statement, you would understand what happened as the observers?

Does the election observers have anything to say?

There were no signs visible prior to the taken decision, that the referendum would be suspended.
The Izaakian government seemed cooperative the entire time and has had enclosed the information of Ernest Le Rogue being the anonymous donor for the remain-campaign to us prior to them making it public officially, but we never encountered anyone or anything with the plan to suspend or reschedule the referendum.

We are currently trying to find out, who exactly made this decision, why this decision was taken and how we can make sure, that a free and democratic referendum can still take place on the 26 March 2021.

We ask that the observers investigate on the situation and provide a full report, in addition, explain why the referendum of two countries are counted as a whole, and why this decision seemingly agreed by the government of both states

This is a political matter and outside the scope of the referendum observers. We can only establish that there will be no referendum on the previously announced date

Are you saying, honorale delegate Gurvo, that the purpose of the observeea for the "democratic, fair and square" elections, which was proposed by delegate Meyer of the Gi-Lanndian delegation, is done through the action of reporting incidents?

The assurance of democratic election is through a complete chain of reports and feedback of the election conditions in Izaakia, which in turn, the observers ensured the guidance of proper voting channels. Immediate cooperation should be proposed and seen through by the World Forum, to ensure an election that spanned three countries and over 150 million inhabitants, remain fair and just. The fate of independence of these two great states lies in the responsibility of the observers to ensure that the elections sail with the proper means and results. Starting from the observation of the voting system adopted, and should be impartial and unbiased to the certain side,

Thus, if the delegation of observers take their roles too seriously and merely observe, then their inability to provide an answer, as to how the referendum results of two nations is put into one single box, and why the suspension of the Izaakian elections, which the delegation of Gi-Land and Sedunn fails to provide a clear reason as to why such happens. Is the failure of their observation, a failure to the objective of the observers, which delegate Meyer said "fair and square elections." How can you not know anything?

The Peocracy of Huawan has provided substantial effort in the agreement for proper fair elections in Brodmark and La Montagne along with the Gi-Lanndians, We have entrusted the CIL to see this through, and we expected the Gi-Lanndians to be serious regarding the situation as the main proponent of the agreement and one of the direct observers.

We do not know what the Izaakians are currently going through, and the events that took place regarding the campaign period are certainly worthy of criticism. Yet the observers, as the delegate chosen by the World Forum, could not provide an answer regarding the events, and its inability to ensure that these problems should not happen in the first place through hands on guidance and active cooperation has completely undone any work the Forum has achieved with the Izaakians.

Now as the Bailtem Union and the Ryccian Federation prepares for an armed conflict with the Izaakians, and tensions continue to grow. We, the Peocracy of Huawan, congratulates the observers, the CIL and its chair, the Frost Empire. For the sheer incompetence of the observer body created, your failures in ensuring democracy of La Montagne and Brodmark shall spark a conflict larger than the region has ever seen, at the cost of the democracy of 100 million men, women and children.

I hope it was worth it.

"The Peonic slander of this fair committee has been duly noted." replied Honnouji calmly, "Officer Meyer, as I am no longer the officer of this Committee, I would like to ask that we move to resume preparations for an international court case and that Ryccia be removed from the observer mission to preserve the integrity of the Observer mission. The Ryccian response and subsequent escalation against Izaakia exceeds the norms of international law, and can be viewed as another obstacle destabilizing Izaakia."

Honnouji paused before he continued calmly, "Furthermore, given that a motion to expel the Peonic Delegate may not be accepted by the Officer, I would like to leave on record, that I, Honnouji Kiyomasa, Imperial Frost Delegate to the Council of International Law, motion to censure the Peonic Delegate, Zhikun Wang, for their misconduct against the Council of International Law. They have attempted to delegitimize this committee by masking their slander as valid criticism of my tenure, claiming that the Ryccian Federation's subsequent response to the referendum's suspension is proof of some form of incompetence on the part of the committee. Furthermore, they have not allowed the Observation mission to deliver their findings in a timely manner demanding an immediate response to events outside the scope of their mission. Therefore, I strongly motion for the Delegate of Huawan be censured in light of their continued misconduct against the committee of international law"

Criticism is what keeps democracies moving. I'm also not sharing the views of the delegate from Huawan, whose wording can only be seen as an action to sow mistrust against the WF in the own country, however we need to bear with this. I will not censor anyone.
In regards of replacing nations in the observer mission, I must say, that we will take a look into this possibility, but if the Kingdom of Izaakia remains on their position to not conduct any referendum on the independence of La Montagne and Brödmark, I have to say it would not make any sense now anymore to replace a significant portion of the electoral observer mission. By the way, it is not on me to judge the Ryccian government for their actions, but it should be noted, that it of course doesn't help peace to always go reactionary into action. Oftentimes it might be better to use one or two days for diplomatic talks before reacting aggressively.


Jan Meyer presents the results of the observer mission - 26 April 2021

Fellow delegates,

today I may present to you the results of the electoral observer mission in Izaakia. Originally it was planned for this mission to oversee two referenda, one in La Montagne and one in Brödmark, on the annexation of the two regions from Izaakia. The Izaakian government had planned to hold just one referendum instead on 26 March 2021. We accepted that decision as designing a referendum is a matter of internal affairs, at least as long as democratic principles are not breached.
Those principles were never breached: The campaigning process was fair. Yes, the campaign favouring the annexation made use of the complete legal campaigning budget of 1 million Shark Teeth immediately due to a donation from Ernest Le Rogue, but still both campaigns had the same legal grounds and chances to win over the populace. It is to be noted, that the campaign favouring independence was and is not silenced by the Kingdom gone United States of Izaakia.

It is part of the truth, that Izaakia recently made news about themselves with several corruption scandals. President Blanc, Mr. Le Rogue, the former royal family are all said to profit the most of the annexations of La Montagne and Brödmark, government positions are given to family members of the aforementioned people, the campaigning donations for the first democratic election in the new republic came mainly from those people. The Liberal Party, which has won the election, had to pay a fine of $800,000 due to seven minor cases of financial misconduct. Still the electoral observers, who observed these elections instead of some referenda now, were not able to find any correlation, let alone proof, that any of those facts had an actual impact on the outcome of the voting.

Overall the result of the observer report can be summarised as: The Kingdom of Izaakia has not conducted a referendum on the status of the annexed regions of La Montagne and Brödmark, but were and are cooperative with the observer mission and overall made sure, democratic principles were maintained for any planned referendum or conducted election.

I will inform the Speaker of those results. She will decide, together with the Assembly, on whether and which steps shall be taken against Izaakia based on the WF-resolution condemning the actions of Izaakia and the results of this observer mission.


Decision on the persecution of the Kingdom of Izaakia at the International Court by Speaker Helene Meise - 21 June 2021

Ladies and Gentleman,

almost three months after the Kingdom of Izaakia, now our member is called the United States of Izaakia, should have held a referendum on the status of the annexed regions of La Montagne and Brödmark, there still has not been any move from them to actually hold these referenda. Let yourself be assured, the World Forum was and is in a constant dialogue with the Izaakian government on this matter, but the government has completely shut down any productive talks on this matter for quite some time now. Today they even threatened the international community with nothing less than a war, if we - to paraphrase it - do not finally stop talking about those annexations.

My predecessors and I were in hope to reach a diplomatic, democratic and fair solution to this conflict. We were hoping, that the Izaakian government actually had an interest in cooperating with the rest of the world, but instead they decide to bring a certain instability into the world by trying to aggressively compete with anyone using any dirty trick they can find on the way. The World Forum is not telling you to become less aristocratic or become more democratic internally, that is your business. On this world stage and as a member of the World Forum though, you are expected to cooperate with us to make this world better and PREVENT any form of instability and breaching any basic principles like the self-determination of people.

This is, Ladies and Gentlemen, why I finally decided to file a case against the member at the International Court based on the reasons a, b and d laid out in its framework (Res. 1b). Based on Sec. D, Art. 1, Sent. 3 in conjunction with Sec. D, Art. 3, Sent. 1 of Res. 1b I proposed to the head justice of the International Court, that the board of justices shall consist of the judges from the following nations: the Frost Empire, North Prarie, the Peocracy of Huawan, Anserisa and Snolland.
The member this case is filed against has the right to seek for a counsel versed in international law themselves or to get a counsel provided by our organisation (Res. 1b, Sec. B, Art. 2).

There is no debate on this decision by the Speaker.
