[Debate] [IC] Resolution to vote out the Speaker - Nov. 2021

Members of the Assembly,

in the July 2021 Speaker elections, we have voted, that Mrs. Aqaba shall become the chair of the Assembly. Already back then, the Gianlucian government through me has announced, that we will take a closer look at how Madame Speaker will fill in her role and whether her support of the World Forum within the governmental system she is working in, that is critical of our organisation, is real.
Spoeaker Aqaba has shown, from the Gianlucian government's point of view, that this is not the case. The reforms and resolutions, she wanted to present in the last few months: We haven't heard one single bit of it. Except now for the proposition of the installment of a security council, that was tied to the statement, that this organisation is weak and that we as ambassadors of this high house wouldn't be able to act swiftly or determined enough. This, ladies and gentlemen, was disrespectful to no end. It might be, that the World Forum does not work perfectly and is in need of reforms, but putting the blame on us for any kind of world situation, is bold.

Now maybe I am wrong. Maybe Mrs. Aqaba does care about this high house a lot. Maybe she has all those plans locked away in her office, ready to be presented and debated on the world stage. Maybe she is simply held back by forces, that stand above her. She said herself, and the Esfalsan ambassador has even defended her in that point, that she is just a messenger. She has no say in actions of the government. If she wants to push a reform, but the Blanc administration doesn't give - with all due respect - a damn about it, she cannot present her ideas. If President Blanc wants to go to war, she will go to war and excuse herself, that the World Forum is not important, if an undefined greater good allegedly weighs heavier.
But in this case, honorable Ambassadors, let me ask you: Should we have a Speaker, that effectively ties the hands of the World Forum, giving every government in the world, that has the opinion, the World Forum is useless, such as the Izaakian government, a basis for that opinion? Should we really have a Speaker, enabling a belligerent "world power" to act recklessly, because she either doesn't want or can't take action in the spirit of the World Forum?

I'm sorry, Madame Speaker, but I think, that you have sadly shown to not be as fit for the position of Speaker as we expected you to be. A messenger, especially in a position like yours, is able to talk against its "higher ups", when it's for the greater good of this organisation, when it's for this assembly, which is the first thing you are responsible for as the Speaker.
And if you can just be a puppet of your government, giving your President and administration the power to silence or stop this organisation in its cause, just so they can expand their sphere of influence, then you do not deserve to hold this position.

I hereby ask to open a vote on the removal of Mrs. Aqaba as Speaker of this Assembly in accordance to Res. 1, Sec. B. No. 5
Resolution 1 Wrote:The Speaker may be removed from office with a snap election being held should 2/3rds of all members wish for their removal.

If successful, Mr. Onderhout - the current Vice-Speaker - would serve as acting Speaker until the next election based on Res. 1, Sec. C, No. 3a.
Resolution 1 Wrote:
  1. Should the Speaker be unable to fulfill their duties or be removed form office, the Deputy Speaker shall serve as acting Speaker until a new Speaker is elected.

Alternatively Speaker Aqaba may of course give up her office herself, if she deems that the way with more dignity.

Ambassador Meise,

I see you would prefer an organisation with a singleminded point of view. One where members cannot critique the organisation without being shut down by members such as yourself. I for one do not believe this is the future of this world forum. 
We must embrace the diversity of opinion, and we must accept critiques. For if we do not accept criticism then we cannot progress this organisation to create a better and stronger organisation. An organisation that is rigid and unchanging cannot survive in the modern world. This organisation should be open to criticism and addressing those criticism, not shutting down those critics. We should be democratic, evolving and agile, we should build our organisation to thrive and improve and not remain a large and un-evolving organisation that shuts down those who don’t share your world view on how the organisation should run. 
If you feel disrespected, then I am sorry, but it is not my job to keep you happy. It is my job to tell you the things that you do not want to hear when they need to be said. Recent actions on the world stage have shown that this organisation is weak, and it has limited influence, if you want a strong world forum it must change. That is the change I intend to bring to this organisation once I have defeated this politically motivated smear campaign.

Sedunn does not believe that the speaker has been unable to fulfil her duties. Sedunn would not support this resolution. However, I would be interested in debating the expulsion of Izaakia and other member states that choose to ignore the Esfalsa resolution which was in effect a decision to not intervene militarily for the time being.

The UPRAN is against the vote out of Noor Aqaba, because It's true this organization is slow, and we can't wait any longer while millions of innocent people get killed in N&GB.

The UPRAN hereby declares that after the liberation of the Romordians from the tyrannical government of Nicholas, Rhayna will become just a support state for Izaakia and Romordia, and we, the UPRAN, will not put another feet at the other side of the Romordian state.

Strictly as World Forum Speaker, we believe that Her Excellency Noor Aqaba has sufficiently fulfilled her duties in such a role. Whether or not she has done so in benefit or in detriment, that is not for us to say. Therefore, we choose to abstain from making any official stance regarding her positioning as Speaker.

We have expressed our understanding of the GI-Landian motivations to remove Speaker Aqaba. However, we have decided that Speaker Aqaba has had their mistakes but we believe that through voting her out, the World Forum would be setting a precedent in which everyone who speaks against the WF will be sanctioned. Yet we understand why the Speaker has acted how they did. 

Eflad therefore abstains in making a secondmend and will until further notice abstain in this resolution.
