[FAILED] World Assembly reform
#11

We already have a perfectly fine way to decide the Delegate's vote. I see no point in this resolution. And as people have said earlier, we don’t need another cabinet member. Just no.

The current way doesn't enforce the mandate that the Delegate has to follow the region's or Cabinet's decision. It is imperative to enforce the Delegate to follow Cabinet's decision to prevent unnecessary political drama in the future when Cabinet tells Delegate to vote Aye but the Delegate votes Nay (Since this is completely legal). With the ministry being established or not, it is still important to reform how the Delegate decides on the votes.

I will reiterate my point that the major issue with establishing a WA ministry at this point is the potential lack of candidates to run in its elections. The number of members in the Cabinet is honestly not a problem as TSP is actually on the world's low-end when it comes to number of high-level executives, pre-split, the executive branch's powers are focused only in the hand of four people.

We already have a top-heavy government with a relatively small pool of people who are both willing and capable of filling a large (and growing) number of elected positions.

I don't have an objection in principle to formalising the relationship between OWL and the Delegate, but I don't see the need to create another Cabinet-level position in order to do so.

I really don't understand the opposition to this, considering what this basically is doing is upgrading OWL to a ministry. I see no changes here between what OWL currently does and what it would do. And the "nobody will run for it" point is moot, since OWL is one of the more active ministries/departments with a consistent flow of talent, as we have seen with Anjo's appointment to OWL Secretary.

I fully support this proposal.

The worst thing that happens is that we find out it doesn't need to be a cabinet ministry after all and we vote to abolish it again after a few election cycles.

I support trying it out.

This argument makes no sense. If we follow this logic, then we should abolish the endorsement cap, let someone seize the delegacy, and rule as they see fit. Obviously, we aren't gonna do that. I don't know if you know this, but what is being legislated has been the status quo since the OWL was created, which is the second time I've said that in this thread. We're long gone from the days that the delegate has absolute power because we have since created a strong PM/Cabinet by taking away the delegate's de jure executive power. Furthermore, what is being legislated is nothing different from the activities of other regions such as TNP, TRR, XKI, TEP, and so many other regions, which is the democratization of the delegate's vote. Have we forgotten that we've made the delegate a figurehead in this region?

So, we're going to elect a WORLD ASSEMBLY DELEGATE to then have to report to a cabinet minister? Why not just make the Delegate a Cabinet minister in charge of the WA?

This is a misrepresentation of the bill. The proposal makes the delegate answer to the voters.

Um... the Delegate ALREADY answers to the voters, just as any legally elected position. If the Delegate isnt doing what you think they should, start a recall.

I dont understand why we'd elect a Delegate to handle the WA, then force them to answer to a cabinet minister. The easier way to get the delegate to vote a specific way would be to just codify that they must vote with the higher percentage of voting WA's in the region.

Why don’t we make the Delegate a cabinet member in charge of the WA branch? That would solve a lot of problems with this proposal.

I guess my biggest concern here isn’t whether or not the ministry should exist in principle, but rather if this would effectively be a ministry handcrafted for Somy and Anjo for the foreseeable future. I’m not sure there’s been enough development to warrant a full blown ministry yet.
