I will try to explain the logic here:

Dali was rejected because the Cabinet had a discussion a came to the conclusion that (1) his past involvement with the Empire and (2) the timing of Neenee's application and Neo Kervoskia creating a forum account were suspicious. Those two factors created a concern that the Empire was trying to unduly influence the South Pacific.

Why deny Dali if he has not been hostile to TSP?
Precisely because we do not want people to even get a chance to be hostile to TSP. The idea of citizenship application denials is to keep dangerous people from threatening the region, or keeping banned players from gaining citizenship. Dali's involvement with an organisation that has a history of destabilizing GCRs is relevant insofar as it provides context to the suspicions that the Cabinet had.

People are increasingly suggesting that a crime must have been committed for someone to be a security threat, but the precise idea of a security threat is that the crime has not been committed yet, but there is a reasonable belief that one could be committed. The Cabinet is acting within its responsibility to guard regional security.

Essentially, it's a matter of history, reputation, timing and circumstance. I don't know if Neenee called in Dali and BGP after his/her citizenship was rejected or the planets aligned and gave birth to this, but it happened. So, let's deal with this as fairly and civil as possible. I still think Dali should be given citizenship and that isn't likely to change.

Innocent until proven guilty. This seems like a fairly crappy reason to deny citizenship, in my opinion.

Todd, I would appreciate it you actually read and made an effort to understand my previous post. I would hardly equate a newcomer applying for citizenship with someone who has a history of manipulating GCRs and who reapplies around the same time another of their co-conspirators does.

I can not speak for the others, but I know I decided to join after hearing about how Belschaft had his citizenship revoked without a trial. No one told me to come here.

Honestly, I wanted to see if I would even be granted citizenship. I was genuinely surprised when I was given it, although, according to Unibot at least, this is because the Vice-Delegate missed the minor detail of who exactly I was. Perhaps this is why the others have applied when they did, to see if the rumors are true and TSP has gone completely paranoid, denying people left and right or stripping them of their rights without even so much as a trial.

I must say, so far, the rumors appear true. I would not be the least bit surprised if I were declared a Security Threat any day now, I'm even positive that there is probably a thread on me in the Cabinet discussing that very topic right now.

Wolf — let's be fair here. If everyone is suddenly swamping the region to "see if they'll be accepted" doesn't that seem suspicious? Or at least COULD seem suspicious?

I'm all about being as open as possible, but you've nailed the reason some people have been concerned — or, at the very least, nailed the argument some can make against the current influx of citizens.

Is someone actually pulling off Operation Brave Little Toaster?

Honestly, if that's what they were trying, why send Dali, Neenee, Wolf, and Todd? They would be obvious targets for exclusion.

I agree that there seems to be growing paranoia, but I'm not exactly sure why that is.
