Tecnically we are not in a civil war, as there is no armed conflict(except in Castiana). The situation is like the Ukraininan protests of 2014(this comparision is OOC) that ousted the pro-russian president out of power, because he fled to Russia. Understood?

Again, I don't think you understand how bail works. It does not exempt you from prosecution.
I know. But the court is corrupted, so he bailed himself out. And since the court is controlled by him(by corruption), no charges were filed against him. Normally, he would still had been prosecuted, but in this case, the court is corrupted.
