The Government of Sedunn would firstly like all Ryccian military forces to be completely demobilized. Secondly, foreign observers and security forces should be allowed to take temporary control over the Ryccian nuclear arsenal until a new stable government has been elected through a fair election. An election could never be considered fair if Ryccian territory would be occupied by foreign forces, therefore Sedunn opposes an occupation. Thirdly, Ryccia should pay war reparations to countries that were attacked by Ryccian forces. Lastly, the position of the Government of Sedunn is that a complete disarmament of the nuclear arsenal, even though highly desirable, is not right, since other nations in the region still possess such weapons. A complete disarmament should should be encouraged regionally, but forced disarmament of only Ryccia would seem unfair.

The Federation has already secured Ryccia's nuclear facilities,many we will not be leaving until we all come to a concesous on what is to occur to these weapons and until all weapons have been accounted for. This is for the general safety of all forces involved, as to prevent the use of these weapons in the aftermath.

Kringalia recommends that Resentine and Seddun each send a representative of their own to the International Oversight Commission and that it commences overseeing compliance with the minimum terms of Resolution 001.

We further believe that there should be a complete dismantling of the entire nuclear programme in Ryccia, and that nuclear weapons that cannot be immediately dismantled should be transferred to the control of those nations represented in the Commission, for safe keeping and prompt dismantling.

It should be noted that the nuclear facilities in the RATSPT is not under Resentine control.

A representative from Sedunn will be sent to the International Oversight Commission.

While, under other circumstances, dismantling the weapons would be the preferred option, Resentine feels they could be put to a better use.

Consider this a formal announcement: Resentine, for the last 10 or so years, have been in development of a Laser SDI project, for the purpose of countering Nuclear weapons. We would seek formal permission from the council, for the sake of acquiring a portion of these weapons as testing targets for our SDI program.

We also feel that without Nuclear Weapons, in the current world that we live in, Ryccia would be vunerable to threats from nations that do have and threaten to use nuclear weapons. We feel that the best solution would be that Ryccia is allowed to keep nuclear weapons, but a significantly downsized portion.

Ensuring the full dismantling of all nuclear weapons under Ryccian control is one of the main policy objectives of the Republic of Kringalia. Use of nuclear weapons in war is not acceptable, and Ryccia particularly has shown to be a danger to international peace. It should not be trusted with the responsible use of nuclear weapons.

Kringalia is further uncomfortable with the Resentine request, though it would be amenable to accepting it if the portion is minimal and a report is subsequently given to the international community on the proper use of these weapons.

We would not be opposed to an oversight committee for the SDI program, as it's intention is to END the use of Nuclear Weapons all together. The details themselves would have to be discuss with Lieutenant General Tara McAllister, as it is a project of the Royal Engineer Corps.

Regarding permission to testing for the SDI program, Sedunn questiones the purpose of testing the Laser system on actual live weapons. The same conditions that are interesting to such tests can be achieved without live warheads. Consider the nuclear debris.

The position of Sedunn regarding dismantling of nuclear weapons is, like that of the Federation of the Resentine Kingdom, that Ryccia should be allowed to keep a minor part of the arsenal for self-defence. (Then all nuclear weapons in this region should be dismantled simultaneously, which would require the other nuclear powers to comply.) This should however be subject to strict regulations, and control of the arsenal should only be released after general elections and trials in Ryccia.
