39 then. The city names can stay the same, and it can be up to you where you put them, just as long as Midandia is by the coast. 

Also, can there be like a section in the center where it is a "Restricted Area"? I don't care where you put it or how big it is.

There seems to be a bug or something that removes capital symbols arbitrarily. Let me know if you see it missing somewhere!
