I'd say it does nothin' but change perceptions, but I've been 'round long enough to know that perceptions can change things quite a lot.

And thats quite the point. Citizenship has a connotation of being a right (in most societies). And nobody really wants to "apply" for a "right". Therefore, changing the wording, calling all residents citizens, and make those citizens register to vote/run, it gets rid of the negative connotation on what we now call citizenship.

I am for this. I have said it in the past. If you have a nation in TSP you are a citizen of TSP. Period. A citizen registering to vote and "participate" in government mirrors real life. The issue still exists that as a citizen, you should be able to view and participate in the Assembly, just not vote. If I'm not a registered voter in my township, I'm still entitled to attend School Board and Township board and County and State board/congressional meetings and listen and even be heard. However, living in New Jersey, I can't walk into a municipal township meeting in New York and demand my time. I might be heard, I might not.
In forum admin terms If we just change the terminology, nothing really changes. If an attempt is made to give "citizens" access to the assembly it will be a nightmare checking every post to see if the person has a nation in TSP. We would also need a name for people who just register for the forums, yet don't have a nation in TSP. Maybe "Tourist"?
Tourists tend not to attend political gatherings. Perhaps they're the 'residents' we've always been speakin' of, like ambassadors to a nation or region are residents but not citizens or voter.

However, as voting rights require an extra step including the declaration of resident nation and WA nation of the applicant, the label of citizen wouldn't necessarily impinge on security |
