So I have this idea in my head of Minuitia (Or UCSR) once being a large empire. Would it be okay to include it in the RP?
Sure, as long as you don't bring in a huge fleet or something like that to kill the squid.
Oh also, just a note onthe actual history of pirates. The majority of pirates would've used either a medium sized ship or 1-3 small sized ships, something akin to a Frigate, East Indianman, Clipper, or a Brigantine. They almost never would have used a large ships such as a Galleon or Man-of-War, which would have been far too heavy and unmaneuverable to either escape the British/French/E.I.Trading Company or successfully capture an enemy boat, as opposed to something like a frigate or a clipper which would easily outrun an enemy ship and could much more easily capture a trading vessel. Don't forget that the goal of piracy in most cases was to plunder the gold of the enemy ship and to capture the ship itself (And the crew for hostages), and not to obliterate the ship.
Also, it should also be noted a very large number if not even the majority of pirates weren't outlaws, but were working under the command of a government and were privateers. Additionally, the majority of pirates at one point worked as a privateer or were in the navies of usually the British, Spanish, or French. They only became pirates after the countries fired them, leaving them really little other choice due to that being all they knew. Few pirates ever became pirates because of shits and giggles or because of a 'promise of gold', because even in those days piracy was looked down upon heavily by society. Just some notes on actual pirates and how they operated.
