A resolution to protect landmarks of human heritage
 
Proposed by Tavtid Lekmienn, Representative of Sedunn.

Section A — Introduction
 
  • To protect specific landmarks that are important to the human cultural, historical, or scientific heritage, we hereby establish the International Council for the Preservation of Human Heritage (the "ICHPP").
Section B — Mandate

The ICHPP shall
  • be an international organisation under the Committee for Science and Education featuring the voluntary membership of states within the World Forum,
  • select such landmarks that are deemed to be of outstanding common interest of humanity (designated as a Human Heritage Landmark, "HHL"), nominated by its members and confirmed by a simple majority vote,
  • suggest laws and treaties to protect HHL's, and
  • provide support to states to preserve HHL's.
Section C — Organisational structure
  • The ICHPP shall be headed by a director-general who shall be elected by a simple majority vote in the Committee for Science and Education.
  • The director-general shall serve for a term of six months.
  • The Committee for Science and Education shall decide by a simple majority vote where headquarters of the ICHPP shall be located.

The Valkyrian Republic supports this proposed resolution, but we would like a clause to be added on the headquarters of the ICHPP. We have proposed similar resolutions on our end and realised that these proposed agencies need a physical headquarters.

Thank you for your support and input. Section C now gives the mandate to the Committee for Science and Education to decide where the headquarters shall be located.

We believe "deemed to be of outstanding common interest of humanity" should ensure that there is no bias.

The draft has been updated to clarify who may nominate HHL's and how they receive HHL status, see Section B.

The Valkyrian Republic suggests that the proposed resolution specifies the term length of the director-general. We made such an omission ourselves in similar resolutions and limited the director-general to a six month term.

Since no state has objected to the motion to vote, we shall begin the procedure. This resolution, entitled "A resolution to protect landmarks of human heritage", shall be put to a vote and must have a majority in favour in order to pass. I encourage all member states to thoroughly review the proposed resolution before casting their votes.
