[WF Health IC] Resolution on Drug-Resistant Tuberculosis
#1

A resolution to combat alarming rates of Tuberculosis

Proposed by Lord Gideon Kwah, Royal Delegate to the World Forum of The Peocracy of Huawan

Section A — Introduction

Notifying the recent alarming rates of drug resistant strains of Mycobacterium Tuberculosis, we propose the establishment of the WF Tuberculosis Global Task Force. Which shall be referred to "Task Force"

Section B — Mandate

The Task Force shall:

Ensure that assessments of progress towards the End TB Strategy at global, regional and country levels are as rigorous, robust and consensus-based as possible.

To guide, promote and support the analysis and use of TB data for policy, planning, and programmatic action.

Achieve its milestone of a 35% reduction in TB deaths and a 20% reduction in the TB incidence rate compared with levels in 2018, and that no TB patients and their households face catastrophic costs as a result of TB disease. As well as increase safeguard against, Drug-resistant Tuberculosis and promote preventive methods.

Section C — Organisational structure

The Task Force shall be headed by a Director who shall be elected by a simple majority vote in the Committee for Health.
The Task Force shall be based on where headquarters of the WF Health Committee is located.
Task Force Officers and Researchers may span over member states under strict scrutiny under the Director which includes a wide range of experts in TB epidemiology, statistics and modelling, representatives from major technical and financial partners and representatives from countries with a high burden of TB.

Section D - Proposed Strategies
  • Strengthening national notification systems for direct measurement of TB cases, including drug-resistant TB and HIV-associated TB specifically.

  • Strengthening national vital registration systems for direct measurement of TB deaths.

  • Priority studies to periodically measure TB disease burden. These include (but are not limited to):
    1. National TB prevalence surveys.
    2. Drug resistance surveys.
    3. Mortality surveys.
  • Surveys of costs faced by TB patients and their households.

  • Periodic review of methods used by WHO to estimate the burden of TB disease and latent TB infection.*

*The World Health Organization (WHO) is a body crafted by nationstates of the world which officially governs the health edict and provide the global health recommendation to combat disease and act as the governing body to establish a state of worry in epidemics.

  • Analysis and use of TB data at country level. This includes:
    1. Disaggregated analyses (e.g. age, sex, location) to assess. inequalities and equity
    2. Projections of disease burden and intervention impact.
    3. Guidance, tools and capacity building.

The Valkyrian Republic welcomes this proposed resolution to combat the spread of an infectious disease but also hopes to cooperate for the drafting of other resolutions to take on many other infectious diseases. We approve of this proposal.

A good initiative. We have some questions. In Section D, strengthening of national notification and vital registration systems is proposed. Could it be specified how? What is the WHO?

To the delegate of Valkyria, we see that as this moment tuberculosis is a condition that needs our extra support for its contagiousness, drug resistance, and long treatment procedures. We are aware that there should be actions and task forces to prevent other diseases which we are happy to write in the near future. But as this moment in time, we wish to make sure tuberculosis does not spread further and more.

To the delegate of Sedunn, strengthening vital regisration and national notification of tuberculosis cases and its derivatives, along with the amount of deaths that would occur as a method to measure preventive and curative efforts. We see that a national registry system and constant surveys and databases that is made accessible in the internet would perhaps act as a strengthening method. Along with data collection of these patients which would help the periodic review. The task force shall work with respective WF member health ministries to attain these data to assess the severity of tuberculosis in respective WF member states.

And to answer on the WHO, the World Forum is still limited to the regional scale. The World Health Organization (WHO) is a body crafted by the World Alliance which officially governs the health edict and provide the global health recommendation to combat disease and act as the governing body to establish a state of worry in epidemics.

(OOC: WHO is just too prominent to be left out in medical legalities, they are almost similar to international law in the field of medicine, which it is their role to govern which procedure and which recommendations to be done based on empirical data, it's not that I copy pasted it from the WHO and forgot it, it's because I purposefully left it there. Since they are the one that make recommendations.)

Then I suggest that the clarification is added to Section D.
