A resolution to hold leaders' debates in the Assembly

A resolution proposed by Ambassador Marcus Bailey of the Valkyrian Republic.

Section A — Introduction
  • To foster greater interaction between state leaders, we hereby establish the Leaders Debate in the Assembly.
Section B — Purpose
  • The purpose of the Leaders Debate shall be to:
    • Identify the issues that each state is concerned about,
    • Allow for civil debate to occur between states on various issues, and
    • Find consensus solutions to the concerning issues of each state.
Section C — Regulations
  • The Leaders Debate shall be held in the chamber of the Assembly at least once a year and scheduled by the Speaker of the Assembly.
  • The Speaker of the Assembly and leaders of all member and observer states shall have the right to give an initial speech that is no longer than 1500 words in length.
  • All member and observer states, including the state that gives the initial speech, are entitled to the right of reply twice for each initial speech, but replies must not be longer than 1000 words in length.
  • For initial speeches, the order of precedence shall be as follows:
    • Speaker of the Assembly
    • Home state of the Speaker of the Assembly
    • Member states, then observer states; which shall follow in this order:
      • Ranking of state leader in one's government (primary discriminator)
        • Heads of state and government take first priority
        • Foreign ministers take second priority
        • Other officials take third priority
      • Date and time of submitting an application to give an initial speech (secondary discriminator)
    • States that were unable to give a speech as scheduled may do so in the order they were supposed to do so.
  • A final speech shall be given by the Speaker of the Assembly to provide a summary of the Leaders Debate.
  • The Speaker of the Assembly shall be responsible for providing a schedule of the Leaders Debate.

We would also like to suggest that the Speaker of the Assembly shall have the right to give an initial speech that is no longer than 1500 words in length about issues that he/she is concerned about regarding the WF.

We have revised the proposed resolution to include Sedunn's suggestion as well as allow states to have other government officials give an initial speech.

We believe that the head of state is the one to gain the first priority, rather than the head of government. As the head of state represents the entire nation, and the head of government only represent the governing body of said state.

While it is valid to say that the head of state represents the entire state, it is the head of government that implements policy. There are a number of states among us who have constitutional monarchs or presidents that adhere to apolitical norms of a state. The Valkyrian Republic does not believe that apolitical leaders will be able to participate effectively in the Leaders Debate because debating requires controversial issues to be brought to attention and one's opinion on such issues. For example, our state has an acting president who generally follows apolitical norms. Rarely has she ever spoken about her own political views.

While the Valkyrian state do not believe that the head of state may be able to partake in the leader debate, the Peocracy believe that it is the head of state's resposibility for the overall welfare of the state. Because by hierarchical standards, the highest position of office is the Head of State and they hold executive power of the highest point. It is therefore our belief that the Head of State be put in priority from everyone else.

If the floor does not agree, we propose the first priority be put as "Leader" meaning it could be the head of state, the head of government, or the one in charge of the edict at hand.

Since no state has objected to the motion to vote, we shall begin the procedure. This resolution, entitled "A resolution to hold leaders' debates in the Assembly", shall be put to a vote and must have a majority in favour in order to pass. I encourage all member states to thoroughly review the proposed resolution before casting their votes. Because my state is the author of this resolution, the Valkyrian Republic votes to abstain.
