As the motorcade carrying President Minshu and his delegation towards the Mansion, a worrying face starts to appear on the President. He knew by the time he sat on the negotiation table, he is going to make one of the biggest decisions of his presidency. Known by his colleagues at the Capitol as a political mastermind, President Blythe carefully considered every action he took in the Reizen Civil War, because he understood clearly that once he's in, there's no way out. Either commit fully or not participate in the war.

The situation is even harder when the RDC keeps on losing its territories, leaving him only with the decision to go in with full military force to help the RDC regain territory and level the playing field. There is a lot more than just helping the RDC take control of Reizen for him to consider. The country's allies: Sedunn and Ryccia, are both pro-Frost, the country which has recently conducted an offensive against the RDC on Reizen Island...

Suddenly, a Secret Service agent opened the door and came in the room.

"Sir, the Reizen Democratic Coalition delegation has arrived at the Mansion." the agent said.

President Blythe then walked to the First Office, the workspace of the President, where his advisors had gathered for the meeting with the RDC.

Frost Forward Operating Base Regulator

Colonel Ulric Sakai Granz shook his head as he read the latest dispatch from the war hero,  Major Yukina Kusanagi. The Colonel was tasked with taking down Fortress Epsilon with 3000 soldiers and knew that he was going to be outnumbered 3 to 1. As a result of this numerical disparity he petitioned the Navy to dispatch the 901st Battalion to open up a third front through an amphibious invasion to their rear cutting the garrison off. The Colonel’s strategy worked but the Fortress refused to fall annoying the Colonel. “So Fortress Epsilon finally wants to discuss terms eh…” he muttered as he grabbed a cigar from his left breast pocket. Gesturing to one of his aides, he asks, “you mind…” the aide lights the cigar before the Colonel’s request. “Much obliged Leftenant” the Colonel said before he puffed the cigar. “Tell the Major, the only thing I’ll accept from the garrison is their unconditional surrender. They’re rebels, criminals, and not protected under the Grovne Accords our naval empire signed centuries ago to maintain its isolation.” “Understood sir, we will relay your message to the Major.” replied the aide as he exited the camp.



Bzerneleg
President Arata Minshu observed his surroundings as he followed the Bzerneleg secret service agent to the office where he would meet with President Donald Blythe. President Minshu’s delegation was uniquely small as it comprised only of himself, his secretary/Head security guard and one body guard.  As they approached the office, Minshu knew he was treading thin ice. The RDC was weak, and crumbling in the wake of a punitive campaign by the Frost Empire. They had little choice but to seek international help to combat the RIm. President Minshu appreciated the calls for a negotiated end to the war, but he had many obstacles in particular, the WPR would likely be the province’s greatest threat if they return to the authoritarian rule of the Empire. However, if he had greater international backing the RDC has a chance at forcing a negotiated end to the fight between RDC, Frost and WPR workers. This would then allow them to pool their resources to fight against the RIM. However, the WPR and Frost Empire still refuse to contact their envoys.He stopped as the Agent announced his delegation’s arrival and waited to be let in.

FIRST OFFICE, PRESIDENTIAL MANSION

After days of preparation, finally the meeting has commenced. President Blythe shook hands with his RDC colleague, President Arata Minshu, as he enters the First Office. He then motioned for everyone to sit down.

PRESIDENT BLYTHE: Mr. President, it's a pleasure for me to be meeting with you today. May I, first of all, introduce my fellow Cabinet members and advisors who are present here today. There's Vice President Francis Underwood, Secretary of State David Rasmussen, Secretary of Defense Joseph Irving and my Chief of Staff Douglas Stamper.

I believe the reason why we form such a special bond is because we strive to fight for and defend the same ideals. There are many things that we both agree upon and I will list them now. Liberty, justice and democracy are the three things that both sides seek in a future Reizen. We would never stand idle if the WPR or the RIM takes control of the country. We both agree that we have to fight and contain the spread of communism. 

It is the opinion of our government, as I have previously mentioned in my invitation letter, that we return Reizen to Frost rule, however there will be a capitalist and democratic government to prevent dictatorial rule. However, we understand that the goal that we want to achieve is a hard one and there will be a lot of military and diplomatic challenges along the way. My two Cabinet Secretaries will run you through that.

SECRETARY RASMUSSEN: Currently, there are mainly two sides in the Reizen Civil War, the pro-Frosts and the pro-Independence side. And the countries on the Frost Empire's side outnumber those who side with the RIM and the WPR. We have many pro-Frost allies who we have estabalished diplomatic relationships with and do not wish that they be strained. On Huawan, we are unsure due to the fact that they are conducting ballistic missile tests with the help of Bruuma, a communist country who's pro-WPR.

If we were to agree on a deal then we would help you get back your territories in Reizen and weaken the WPR and RIM by convincing its soldiers and luring them with money and guarantees of a better life. We plan to starve communist forces like the WPR, Agot and Kotci by placing comprehensive embargoes on countries of the Communist Bloc and negotiate with other countries so they'd do it too. We are planning to draft a resolution in the World Forum once the accession vote is finished to make member states place an embargo against certain groups and increase international support for democracy in Reizen and fight off RIM and the WPR. Then the RDC would outnumber other factions, paving the way for future RDC government domination. That'll make sure less and less WPR and RIM people from winning elected offices. 

We will side with the Empire and RDC because we want the Frosts to take back Reizen however agree to form a democratic system of government unlike the previous oligarchic government. We can assure you that we will fight hard until an assurance of a democratic future has been made. The fight's not over until the Frost Empire gives Reizeners a democratically elected government.

SECRETARY IRVING: On the matter of the military, we're ready at your disposal. Our troops are already stationed in Sedunn so there'd be a faster deployment. Our forces will be able to help you win back the territories and fight off the RIM and WPR. However, we have several issues that we have to solve so we can have a more effective and well-thought military response and strategy.

First, we have the Frost blockade. Our navy ships won't be able to access the shores of Reizen without its approval and we'd only be able to pass if we do things that they want. If we try to pass the blockade, there's gonna be some tough fighting and we do not want that. We can place our ships at a considerable distance from the blockade that will allow us to still have the capability of using missiles, however, we've consulted with the Empire, that it would make things worse. There will be backlash.

We have one option we could take, which is to negotiate with Upper Kotci so that we'll be able to use their country as a starting point for our military operation. From the Upper Kotci-Reizen border, our troops would start an offensive and seize a substantial amount of territory from other rebel groups, and we will grow from there. 

The advantage of that is that we can attack Reizen from all sides. We have a base in Sedunn to attack the front and a base in Upper Kotci to attack from the back. We would then have a more comprehensive offensive. If we agree on this, we can call the Kotcis to make a deal with them and lure, if not, force them on our side. We obviously seek for mutual cooperation and agreement when making deals. I do not, however, want to jump into conclusions since we don't have quite a clear understanding on what the RDC is thinking and planning.

PRESIDENT BLYTHE: So, Mr. President, may we ask you the following questions:

What is your opinion on the Reizen Civil War?

What do you seek from the war?

What are your coalition's interests regarding the Reizen Civil War?

What do you want us to help you with?

What are the things that you need help with?

Sorry for asking a lot of questions but we just need a clarification before we move on. Thank you.

Shikabane lost it.

“Ah of course, the burning of our termination letters, an honorable gesture, I’m sure it’ll certainly do to apologize for sending dozens of goons into the Danganronpa to shoot me in the head. Ruining the recent refurbishment of the club, and not to mention ruining my tea time. And I believe I’ve made my reasons quite clear when I knocked your men out, and I’ve made my reasons far quite clear to you, Ms. Toudou. So I hope you can do your bloody work at passing the message unlike last time. ”


“Ehm.” Coughed Doctor Kane, “a pleasure to meet you, miss Toudou and Honorable Syndicate Godfather, you would know me as my alias, detective Naruhodou, or I’m sure you’ve heard of my other professional name, Doctor Kane.

Chané was quite surprised when Doctor Kane said that name of his, and Shikabane got off his rant to smirk.

“Well, well, well…” Said Shikabane, “so it is true.”

“…..” Chané just looked at the man with her dead eye stare.

“Impossible. You died.” Said Ms. Toudou, a bit shaken.

It was then that Doctor Kane unbutton two of the very top buttons of his shirt, and showed a particular tattoo on his torso. One carved quite deeply that it scarred.

"I assure you lovely mademoiselle, that I am most alive and well. I do like your spectacles, quite neat."

Doctor Kane gave a smile, before he bowed to the Broker and stood straight.

“Ladies and gentlemen I am here for one reason and for one reason only. That is to destroy the Catra Death shipment inbound to both WPR and RIM. Once I destroy the weapons inbound using information which I have acquired from you, in exchange for the bioweapons info that Shikabane graciously said to you, I was to strike Agot and destroy the manufactury.” Said Doctor Kane, “And I am not a fan of the television myself, but both shipments has been greatly intercepted by Kotci, and destroyed. Its constituents made public, and its cure also made public. Which makes my operation by my employers, compromised.”

“I must apologize for my crudeness. But then, people of status such as us must never apologize for our presence." Mentioned Doctor Kane, "now I am sure father, that you would like to discuss our terms quite together. I have all the answers you seek, who are the five men dead in that alley, why I killed them, what have I found out about them, and I certainly have mentioned my mission just to you. I am certain that after the revelation of my identity towards you all, would be enough to merit a private discussion? A legend to another.

Ms. Toudou was about to respond to Shikabane’s comments when the Broker raised a hand as if to silence her as he listened to the Dr. Kane and Shikabane. After Dr. Kane finished speaking, the Broker typed ....... before chuckling. His chuckle was barely audible but caught Ms. Toudou by surprise as the broker began to talk. “Your apology is accepted... However, I must apologize to you Dr. Kane as this is as private as the discussion will be given the circumstances...” he paused letting the weight of his words sink in before continuing, “the attendance of these 3 is necessary if we are to discuss terms. First Ms. Toudou is necessary to relay my orders following this discussion. Second Mr. Shikabane and Ms. Chané have a unique responsibility after their decision to harbor you and bring down the law. Keeping them out of the loop would be disrespectful given the consequences that will be handed down afterwards...”
At this point Ms. Toudou took over after being initially surprised at how talkative the Broker had been. “Indeed, As father implied, the two of you have a responsibility to this high profile ghost, and so you should consider this a briefing for your next job. But before we get into details, I must say that no one authorized your termination yet. None of our ‘cleaners’ went to Danganropa so your accusations are rather disturbing, especially from a man of your caliber.”

First Office, Presidential Mansion, Belmont, Bzerneleg 

President Minshu:
Thank you Mr. President, it is an honor to meet with all of you today. The two behind me (gesturing to his companions) are my head of security Julie Kishimoto and security officer Kanou Ho. I understand your desire to return Reizen into Frost rule, but they do not fight for Liberty, Justice, and Democracy. We tried to negotiate with them, but in the end the Empire chose the path of tyranny by implicitly siding with the WPR after they selfishly left the non-aggression pact when we sought foreign volunteers. However, we have reasonable suspicion that the WPR has Communist partisans from outside the Empire fight on their behalf. The Bruumans have been smuggling weapons and supplies to them and when we try to do the same through legitimate channels, they threatened to leave the pact and effectively instigated the Empire to walk the path of Tyranny. (President Minshu sighed)  Mr. President, this war is a tragedy of an unimaginable scale. We believed that the Army was truly on the side of the people of Reizen when they deposed the Authoritarian Oligarchy. But we were wrong. Rather than being on the side of the people, the Imperial Army bared its fangs against us. The Military that later formed the RIM launched a bloody and failed invasion against Ikireijin for siding with the tyrants. The communists began to undermine our ideals until finally an irreparable schism formed within the RDP and we were left to pick up the pieces. What we seek is a free, democratic and capitalistic Reizen. Whether or not we stayed within the Empire depended upon the safeguarding of Democratic norms, but lately Independence is an option that many within the Coalition are considering. Despite our best efforts to renegotiate with the Empire, they have responded with draconian measures and a brutal offensive in Reizen Island. Especially after Fortress Epsilon’s attempts to surrender the fortress was met with a demand to unconditionally surrender. We aren’t professional soldiers, but simple people who picked up a gun to fight for freedom and democracy. We are the people who are dragged along the mud unfairly because of the actions of extremists, and we are tired of this oppression sir! If we can convince the Empire to safeguard our democratic values then we would happily abandon Independence because we would have gotten our goals of a Democratic Reizen.  Even if you can’t provide soldiers if you can provide trainers, weapons, diplomatic support that is greatly appreciated. At the end of the day we just want this war to end and free and fair elections take place within Reizen, but no one seems to want to listen to us…

"Well someone betrayed the trust between us, and its either you, or someone else. I hope you got my message to care for those wounded from the syndicate." Responded Shikabane to Toudou, a bit crossed with a slight hint of his usual smugness.

"I may have to respect your decision, honorable sir. The five men in that alley are Agot spies, judging from the weapons they hold and their facial features along with the documents they have on them. They followed me after they rudely eavesdropped my conversation with Shikabane, and when they thought they had me cornered, attacked me first from all sides. It was self defense, and when I found out who they are, I deem they were witnesses. Witnesses that snooped on something that they shouldnt and in this field, witnesses are to be eliminated." Doctor Kane looked to Chané, and looked back to the Broker. "There was one thing that I deciphered, at least a couple of them have a mark, and I know that mark from a couple of new players, The Rose Thorn group, a multinational terrorist organization. "

"I suppose they were here because they wanted to see the effects of Catra Death in this city of yours, you are aware that a shipment from Agot which contains defective warheads were en route to this city? Effectively killing us all had Kotci not intervened. I am not sure why the Rose Thorns are involved with the men from Agot, apart from presumably trying to stop the weapons themselves, as their fanatical favoritism with R.I.M is the talk in the underworld. I am sure that the mister detective would only pester you on this because of his so called failed promotion if he unveils of the identity and the culprit."


Doctor Kane paused a bit to let the block of information sink in

"The proof is with me, and before we move on with further inquiry, I hope I can trust all of you that my identity is hidden? You would remember the last time someone betrayed my trust?"

Shikabane gave a slight smirk when Doctor Kane said it, gulped a bit.

Rose Thorns Base of Operations in Agot

"Moses is dead. Agot is split. Gordista is in shock. Harmakmis, well is a bit weaker. But this is not enough. We need more. We have obtained much military equipment. Give us the rundown ***"

"Of course. This will all be from our raid in Gordista. We have secured 20 mid-level jets. The standard stuff. But we managed to get, guess what, 3, long range super bombers, with nukes. Missiles, howitzers, everything. Along with that holy grail, we have 25 other assorted aircraft, including two supersonic, a battleship, and a chemical weapons factory. We also grabbed an armory, a bullet and gun factory, along with some tanks. Harmakmis provided, less bounty, but just as potent. We have 2 hypersonic jets, 5 standard bombers, 3 gunships, and 6 high-tech fighter jets. We also got 13 of the best tanks and raided a few armouries. Agot, we can't say much for right now. There is too much in-fighting. No-one is for us, or against us. It is a good base of operations, but no-one right now to support. The south is pro-RIM, but are also Socialist still. The north is Socialist, but pro imperial, and Arag, is well, Arag. Still the same. The south is the best bet, but it will take alot."

"Thank you. Now council, let us meet again in a few days. Then the RIM will see that we are here to help and to bring the world to order."

Frost Public Radio New room, Oured, Frost Empire
FPR: Welcome back to Frost Public Radio. Where we deliver Frosty news 24/7 and keep you informed of events within and outside the Empire. 

 (the host then reads off a script summarizing the current events of the war)

1. RDC President Arata Minshu is currently meeting Bzerneleg President Donald Blythe to negotiate for aid in their struggle against the Frost Empire. 

2. Bzerneleg issued a statement during these talks condemning the Kensei administration saying, "The Bzerneleg government's stance on Reizen will change if the Frost Empire refuses to allow Reizeners a democratic government that they have been waiting for so long and continues to follow the path of authoritarianism and despotism. We reaffirm our commitment to safeguarding and promoting liberty and democracy around the world."

3. A spokesperson for the Kensei administration relayed a statement saying, "Bzerneleg should not heed the lies of the RDC and that the Grovne Non aggression pact would have ensured a referendum if the RDC hadn't instigated its downfall".

4. WPR guerillas and RIM fighters continue to fight in the outskirts of Seranuma. With the RIM gaining a meter of land every hour as WPR fighters run out of munitions to fight back. However, WPR fighters have adapted to their munition shortage by stealing weapons from corpses and targetting RIM munitions trucks bound to RIM lines. 

5.  Murder in Kinjishi, RIM High Command has issued a de facto martial law over the deaths of several foreigners within the city. The RIM's Military Police have vowed to get to the bottom of the situation and arrest the perpetrators. 

6. Colonel Ulric Sakai Granz, or more commonly known as U.S. Granz has earned the epithet Unconditional Surrender Granz after refusing the terms of Fortress Epsilon's garrison and demanding their unconditional and immediate surrender

7.  A new terrorist organization has pledged their support for the RIM. This is a developing story.

PRESIDENT BLYTHE: Mr. President, you know one thing my father, who was also President, used to say to me was that you can't reason with a tiger when your head is in it. We can't choose the diplomatic option when they are choking your soldiers dead out there in the battlefield. You went to Grovne to sign a non-aggression deal just to find out a while after that they teamed up against you. Now, we're gonna feed them the same s**t that they've given you and let them have a taste of their own medicine. I want to let you know that you have my full support. Whenever you need something, come to us or we come to you. Our troops are fully ready to go out there and fight alongside with the RDC for the cause of liberty and democracy.

SECRETARY RASMUSSEN: For better and quicker responses, we'd like to set up a hotline between Bzerneleg and the RDC. From there, our officials may be able to coordinate our military activity and many other things in a less time-consuming way.

To avoid further destablilizing the country, we will use a mix of military, diplomatic and economic actions to help the RDC gain a stronger and more powerful voice on the world stage. We want to ensure that your voice will not be oppressed in any way by other parties. We've decided to rule out the option of taking over Reizen, because we consider it to be not a wise decision, we're going to face a lot of backlash and after all, it's an infringement on the sovereignty of the Frost Empire for us to be fighting on their land. But we have no other choice but to help you gain back your territory while choking other rebels like the WPR and RIM. Our ultimate goal in participating in this war is to secure a democratic and capitalist Reizen and we will fight hard to make it happen.

Of course, when we're standing with the RDC and fighting with you, we're implicitly fighting against the Empire. Now, they have strong allies in the World Forum and in this region that are going to potentially cause a lot of trouble for us along the way. Bearing in mind that we have just applied to join the WF and the accession vote's been passed, we don't want to jeopardize our opportunity to join the organization and promote our interests abroad. We're considering about when we should ratify its Charter, we can do it now and be a voice for the RDC in the only international organization in the South Pacific, however what it also means is that we're going to be held accountable by other member states in the WF who want to get you out of the way. Suppose we conduct an offensive on Reizen against their will, they're going to bring all the charges and accusations against us. And you know what's gonna happen next? Sanctions. Tariffs. Embassy officials getting recalled back to their countries.

We certainly do not want that to happen. We want to promote both Bzerneleg's and the RDC's interests in Reizen and on the world stage in a way that would cause minimal harm. As we've said a couple of times before, it's more than just a deal that we have to consider. It's hard and tough business, but we gotta and will fight for our ideals in Reizen.

SECRETARY IRVING: I'd like to ask for our military leaders to be meeting with RDC officials in Reizen, if possible, to sort out our military strategy before we go on full strike. Our military leaders in the Southeastern Command are already stationed in Sedunn so it shouldn't be a long trip to get to your location in Sedunn. Will it be possible for them to meet with your officials to plan and agree on a military strategy very soon?

PRESIDENT BLYTHE: I think we could meet them tomorrow. Planes are fast and the age of Titanic-like ships has passed. (laughter)  Mr. President, may we know your opinion on this?
